GENERAL: The applicant appeals for upgrade of discharge to honorable, to change the reason and
authority for the discharge, and to change the reenlistment code.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: Upgrade of discharge, change of reason and authority for discharge, and change of
reenlistment code arc denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that would justify a change of discharge.
ISSUE:
Issue 1. Applicant contends discharge was inequitable because it was too harsh. 'The records indicated the
applicant received an Article 15 for misconduct. She received the Article 15 for writing two checks without
sufficient funds in her account. She was punished with a suspended reduction in grade to Airman First Class
and fourteen days of extra duty. The Board concluded the misconduct was a significant departure from
conduct expected of all military members. The characterization of the discharge received by the applicant
was found to be appropriate.
Issue 2. Applicant states that she scrvcd 41 months of service with only minor financial difficulties around
the birth of her daughter. The DRB took note of the applicant's duty performance as documented by her
performance reports. They found the seriousness of the willful misconduct off'set any positive aspects of the
applicant's duty performance. The Board concluded the discharge was appropriate for the reasons which
were the basis for this case.
Issue 3. The DRB was pleased to see that the applicant was doing well, continued her education and has a
good job as a nurse. However, no inequity or impropriety in her discharge was suggested or found in the
course of the hearing. The Board concluded the misconduct of the applicant appropriately characterized her
term of service.
CONCLUSIONS: The Discharge Kcview Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings, the Board further concludes that there cxists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

This letter is being written in order to request an unjust cbaractet of service, separation, mmtive reason
for separation and reentty code change. I feel my fortydne montbs of military time was sewed proudly with
ady minor financial difficulties noted around the birth of my daughter. I was a team player and a hard
worker. Unfortunately being human we sometimes make mistakes despite how hard we try not to. I've
learned &om every mistake I've made in my life and I'm proud of that and have no wish to change them
because those mistakes afforded me the oppomity to grow and learn. Enclosed ruc copies of my
separation and personnel documents that were sent to me in order to support my request. I faund that the
enclosed documents simply were not justifiable enough for me to deserve a non reenlistment code, the right
to fight for my country and deny me tbt right to my educational benefits.
I requested in 1997 from my commander to be soparated h m the military so that I could return to my
home town with my newborn daughter and receive iinaucial and emotional support fmm my family* At that
time I felt this was the best option for us because being a single parent wasn't easy.
Time has brought about a cbange for me and I've discovered that certain things that I klt was obsolete
twelve years ago is now prevalent and demands -tion.
Certification in 2000 and just recently graduated as an Associate D e p RN. I've worked as a contract
nurse at Wilford Hall Medical Center since Jarmary 2002 with integrity, not misconduct, just as I have lived
my whole life. With the skills tbat I've gained in the rocat years I feel tbat they will be better appreciated
with reenlistment in the military in order to support the mission. My goal is to take my nursing career to the
