GENERAL:  The applicant appeals for upgrade of discharge to honorable. 

The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to 
exercise this right. 

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge. 

FINDINGS:  Upgrade of discharge is denied. 

The Board  finds the  applicant  submitted  no  issues  contesting the  equity or propriety  of the  discharge,  and 
after a thorough review  of the record,  the Board  was  unable  to identify  any that would justify  a change of 
discharge. 

ISSUE:  Applicant  received  a  General  discharge  for  Unsatisfactory  Performance--Irresponsibility  in  the 
Management of Personal Finances 

Applicant did not submit issues, but stated that the basis for discharge no longer exists.  The records indicate 
the applicant received two Article  15s and three Letters of Reprimand for financial irresponsibility, fail to 
pay debt and fail to maintain sufficient funds.  The Board concluded the misconduct was a significant 
departure from conduct expected of all military members, found no inequity or impropriety, and concluded 
the characterization of the discharge received by the applicant was found to be appropriate. 

The Board notes that if the applicant can provide additional documented information to substantiate an issue, 
the applicant should consider exercising her right to make a personal appearance before the Board.  If she 
should choose to exercise her right to a personal appearance hearing, the applicant should be prepared to 
provide the Board with factual evidence of the inequity and any exemplary post-service accomplishments as 
well as any contributions to the community. 

CONCLUSIONS:  The  Discharge  Review  Board  concludes  that  the  discharge  was  consistent  with  the 
procedural  and  substantive  requirements  of the  discharge  regulation  and  was  within  the  discretion  of the 
discharge authority and that the applicant was provided full administrative due process. 

In view of the foregoing findings the Board further concludes that there exists no legal or equitable basis for 
upgrade of discharge, thus the applicant's discharge should not be changed.

02, in the amount of $800.00; Check# 512, 22 Aug 02, in 
the amount of $650.00; Check# 513, 29 Aug  02, in the 
amount of $600.00, and did thereafter dishonorably fail 
to maintain sufficient funds in the Fort Sill National 
Bank for payment of such checks in full upon presentment 

e.  You did, from 7 November 2002 to 9January 2003, dishonorably fail to pay Customer Credit 

Corporation in the sum of $344.01 for a judgment issued by the District Court, Oklahoma County, 
Oklahoma, which money became dueand payable an or about 14 May 2002.  For this misconduct you 
received a Vacation Action, dated 15 Jan 03.  This Vacation Action was placed in your UIF.
