GENERAL: The applicant appeals for upgrade of discharge to honorable, to change the reason and
authority for the discharge, and to change the reenlistment code.
The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.
FINDINGS: Upgrade of discharge, change of reason and authority for discharge, and change of
reenlistment code are denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that would justify a change of discharge.
ISSUE:
Issue 1. Although not explicitly stated, the applicant coiltends her discharge was inequitable because it was
too harsh. She has expressed a desire for upgrade of her discharge to allow for reenlistment into the armed
forces. The records indicated the applicant received an Article 15 and a Letter of Reprimand for misconduct.
In reverse order of occurrence, the Letter of Reprimand was for unauthorized absence from duty. She also
received an Article 15 for communicating a threat to injure a chief master sergeant by beating her up or
stabbing her with a pair of scissors. She also communicated a threat to burn down the chief master
sergeant's house. As a result of these actions, she received a suspended reduction to airman first class,
forfeiture of pay and a reprimand. The DRB opined that through these administrative actions, the applicant
had ample opportunities to change her negative behavior. The Board concluded the misconduct was a
significant departure from conduct expected of all military members. The characterization of the discharge
received by the applicant was found to be appropriate.
Issue 2. The DRB was pleased to see that the applicant was doing well. However, no inequity or
impropriety in her discharge was suggested or found in the course of the hearing. The Board concluded the
misconduct of the applicant appropriately characterized her term of service.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings, the Board further concludes that there exists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

I don't agree that my opporhmity to join any branch of scrvice should have been taka away. I am more concerned with having my
nanitive reason and re-entry code changed than I am about having it upgradEd to an honorable. 1 ask that you wnsider all aspem of
what you could change my code to, that I am able to at least join the guard or reserve units. Thank you for your time.

1 know a lot of applications that come b g h the board, do not get approved. Pkasc consider me for ra-enlistment. I served four
years, five months and twenty-eight day8 of active duty. I wed a year in technical braining, two and a half years at Minot AFB
ND, a year at Randolph AFB on a special duty assignment in AFPC, and six months at Mcchord AFB Wa, u a bafle of preference,
before my enlistment was terminatad. Since I've been out of the military, l'vc graduated from Astuncad College and am curtently
working on the last two years of my bachelors degree in social psychology. My intentiom are a continue into medical school and
work for the military. I enjoyed my time while I was in. I pray that as a board member, you will award me the opportunity to serve
once more.
I ask far a second chance to finish my twenty years of .service to our Counhy. I have bad enough time to stop and think of the
mistake that I meds while I was in. I've neva appraiated serving in the military more than I do now. Please consider the mistake I

remainder of your duty day, Additionally, on or about 24 Mar 04, you failed to go to your
appointed place of duty at the prescribed time. For this misconduct, you received a Letter of
Reprimand (LOR). (See Atch 1 c.)
3. I have attached copies of the documents to be forwarded to the separation authority in support
of my recommendation. The commander exercising special court-martial (SPCM) jurisdiction or
a higher authority will decide whether you will be discharged or retained in the Air Force, and, if
you are discharged, how your service will be characterized. If you are discharged, then you will
be ineligible for reenlistment in the Air Force and will probably be denied enlistment in any
component of the armed forces. Any special pay, bonus, or education assistance funds may be
subject to rccoupment.
4. You have the right to consult legal counsel. Military legal counsel is available to assist you.
You have an appointment to consult the Area Defense Counsel, 305 6th Street, McChord AFB,
WA 98438,982-2240, on 29 Apr 04 at 1300 hours, You may consult civilian counsel at your
own expense.
5. You have the right to submit statements in your own behalf. Any statements that you want
the separation authority to consider must reach me by L/rn+r //DO a
