GENERAL: The applicant appeals for upgradc of dischargc to honorable, to changc the rcason and
authority for the discharge, and change the reenlistment code.
The applicant was offered a personal appearance before the Discharge Review Board (DRR) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant and thc factors leading to the discharge.
FINDINGS: Upgrade of dischargc, change of reason and authority for discharge, and change of
reenlistment code are denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that would justify a change of discharge.
ISSUE: Applicant does not contest his discharge. He states that hc wants an upgrade in order to enlist in the
Army. The records indicatcd the applicant received a General discharge for not attending drills (weekend
duty) in the Air National Guard. 'fhc DKB opined that the applicant had ample opportunities to change his
negative behavior, yet, he insisted on missing his weekend TJnit Training Assemblies. The Board concluded
the misconduct was a significant departure from conduct cxpccted of all military members. The
characterization of the discharge received by the applicant was found to be appropriate.
CONCLUSIONS: The Discharge Kcview Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due proccss.
In view of the foregoing findings the Board further concludes that therc cxists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

Dear Sir or Madam:
consideration in upgrading my discharge from the Air National Guard in Oklahoma City
from a "General under Honorable Conditions" to an "Honorable" discharge. I want very
nlist in the United States Army for full-time service commitment and in order to
charge needs to be upgraded. I will do my best to give some insight in this

school senior with no outlook on what I planned to do for the rest of my life. h
st time I gave any idea of enlisting into the military whatsoever was when my
r brought it up as a suggestion. Since she's retired Air Force (20+ years), she
suggested it as a good start into adult life for me. Still, I kept in mind that I was only 18
years old.. .I had a lot of other things on my mind and the military was not one of them. I
didn't want to think about being an adult or anything that went along with being an adult.
Eventually I ~vou!d h ~ v e to fzce zdulthood =d did 1 ever.. .the very, very hard way. What a
rude awakening it would be.
With those thoughts in mind, I enlisted. -
After listening to my Mother suggest entering the U.S. Air Force, the Air National Guard
finally appealed to me. I thought "what the heck.. .two days per month, two weeks per year.
How could a person beat that?" So I figured I'd kill. two birds with one stone. I'd go into
the military to make a man of myself and still have free time to hang out with my friends.

Basic training and teclmical school training were extremely good experiences for me;
experiences of a lifetime and ones that I'll never regret or forget. During basic and
technical training, I was shown first-hand how the military way of life can be. I learned
about responsibility, teamwork, leadership, duty, and honor.
After all training had been completed, I felt an enormous sense of pride and
accomplishment. When the time came for me to return home to Oklahoma City, I began to
realize that I should have gone into the Air Force full-time but it was too late. I was already
enlisted in the Air National Guard.
Upon returning to Oklahoma City I purchased a car and eventually moved out of my
Mother's house. I moved in with friends and went to my drills at the Guard Unit for six
months. During those six months I was a good performer with the Air National Guard. It's
after the sixth month that things seemed to go downhill in my life; I wrecked my car which
was my only means of transportation to and from the Guard Unit (there were no local buses
that ran out that far); I had no job or money to purchase another car so I stopped going to
drills; I eventually had to move out of the apartment I shared with friends; I started living
from place to place and fell in with people who didn't have my best interests in mind nor
their own.
My life seemed to grow very dark, so dark I could hardly see. Here I was living from place
to place getting jobs for short periods of time here and there , no money most of the time, no
car, or food to eat a lot of the time. I never imagined my life would ever get to a point like
that.. .rock bottom.. .and being so young. While going through difficult times I began to
question myself like "why didn't I hold onto all those good things that were taught to me
during the United States Air Force basic and technical training? How could I have let those

One day I sat down and thought long and hard.. .what could I do to get out of the rut I was
in? Knowing I could not get back into the Air National Guard or full-time Air Force for
that matter, I realized that I had truly loved the time I served in the military.
It's at that moment I thought "I'm going to enlist in the United States Army" so I went to
talk to an Army recruiter (October 2004). Because I had recently been discharged from the
Air National Guard, the recruiter told me due to Army regulations I had to wait for six
months.
For six months I stayed in contact with the recruiter that I initially talked to, to assure him I
was very serious about volunteering. After the six-month period (April 2005)' I met with
the Army recruiter again and he began the process with me for enlistment. All
documentation required for me to enlist was approved except my discharge paperwork
because of its wordings "General under Honorable Conditions." In the meantime, the
recruiter is keeping everything on hold to see if there can be an upgrade to my discharge.
I'm truly sorry and deeply regret that I didn't stay committed to the Air National Guard and
wish I could do it all over again but I know I can't. I've made foolish mistakes and bad
decisions during the last three years of my life but with everything I've gone through and
without a doubt, I know I very much want to become a part of the U.S. military again if
given the chance to prove myself once more.
I humbly appeal to you to please take my request for upgrade of my discharge into
consideration so that I may again serve my country through enlistment of the United States
Army. Thank you.
