GENERAL: The applicant appeals for upgrade of discharge to Honorable.
The applicant was offered a personal appearance before the Dischargc Review Board but declined to
exercise this right.
The attachcd brief contains available pertinent data on the applicant and the factors leading to thc dischargc.
FINDINGS: The Board grants the requested relief.
'rhc Board finds that neither the evidence of record or that provided by applicant substantiates an
impropriety that would justify upgrade of the dischargc. However, based on the record, the Board finds that
the applicant's character of discharge is inequitable.
Issue. After a thorough and complete consideration of the information submitted by applicant and
contained in the records, the Board concluded there was sufficient mitigation to substantiate upgrade of the
discharge. Specifically, the Board found the characterization too harsh. However, they did not condone
applicant's misconduct.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
However, in view of the foregoing findings, the Board further concludes that the overall quality of
applicant's service is more accurately reflected by an Honorable discharge.
The applicant's
characterization should be changed to Honorable under the provisions of Title 10, USC 1553.

(Change Discharge to Honorable)
Issue 1: To the board: I am asking for an Honorable discharge because I
made my decision to get out because my ability to serve was impaired by the fact
that I was in hardship. My finance (sic) was more than I was making at the time
so I could not afford a pay deduction because I had a wife and 2 kids and a
newborn on the way. I had wrote some bad checks already because I couldn't make
it with my income. That's the reason for the discharge anyway. I am asking the
board to look at my prior service record which is a good record. I had just
reenlisted maybe a month before all of this took place. I wanted to stay in
very badly. I loved being in the Air Force I just couldn't take my pay cut.
Now I am permenantly disabled because I had colorectal cancer that involved my
bladder, and I haven't been in any trouble since I got out. I worked for 1
company since I got out the (sic) Air Force. That was the only time I got in
trouble while I was in the Air Force or should I say in my life. Thank you.
