RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBERS: BC-2012-02986
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His Fitness Assessment (FA), dated 17 August 2010, be removed
from the Air Force Fitness Management System (AFFMS).
_________________________________________________________________
APPLICANT CONTENDS THAT:
His second FA occurred during a deployment to Kadena Air Base,
Japan, in August of 2010. During this time, he injured his back
the month prior and did not receive a profile until after he
tested due to unforeseen administrative hold-ups. He did not opt
out of the test because he was told that unless he was sick or
had a profile, he had to test on all components.
The applicants complete submission, with attachments, is at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in
the grade of technical sergeant (E-6).
The remaining relevant facts, extracted from the applicants
military service record, are contained in the evaluation provided
by the Air Force office of primary responsibility at Exhibit D.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPSIM recommends partial approval. DPSIM states that as a
result of their request, the applicant provided an Air Force Form
469, Duty Limiting Condition Report, dated 6 August 2010 with an
expiration date of 5 September 2010, stating no lifting of
greater than 50 pounds, no repetitive motion using back and no
weight bearing on back. Therefore, they recommend the cardio and
sit-up components of his FA, dated 17 August 2010, be updated to
reflect exempt in AFFMS. As a result, his overall FA score
will change to reflect a satisfactory score of 75.33.
The complete DPSIM evaluation is at Exhibit D.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 30 October 2012, for review and comment within 30 days
(Exhibit E). As of this date, this office has received no
response.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice requiring partial
relief. We note that AFPC/DPSIM recommends the cardio and sit-up
components of the applicants FA, dated 17 August 2010, be
corrected to reflect exempt in the AFFMS based on his Duty
Limiting Condition Report, dated 6 August 2010. We agree with
their recommendation. We took notice of the applicants request
to have the entire FA removed; however, he was cleared for all
other components of the FA; therefore, we do not find any
evidence to support removing the entire test. Accordingly, we
recommend the applicants record be corrected as indicated below.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that the cardio and
sit-up components of his Fitness Assessment, dated 17 August
2010, be amended to reflect exempt in the Air Force Fitness
Management System.

This logic also concludes a medical condition causing weight gain would cause an increase in AC. She should have never taken the walk test while her dosage was still being adjusted and the FA should be invalidated based on the solid medical evidence presented. While we note the applicant requests the entire FA dated 25 Apr 2012, be removed, the AF Form 422 reflected that she was cleared to test using AC and she has not provided substantial evidence to persuade us otherwise.

________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSIM recommends partial approval by updating the cardio component of the FA dated 13 Jun 12 to reflect exempt in the AFFMS. While the applicant requests that his entire FA dated 13 Jun 12, be removed from his records, we note the AF Form 469 does not exempt him from the abdominal circumference, push-up, and sit-up components of his FA, therefore, these scores should remain as recorded.
