RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF:	DOCKET NUMBER: BC-2012-04663
			COUNSEL: NONE
			HEARING DESIRED: NO

________________________________________________________________
_

APPLICANT REQUESTS THAT:

Her Fitness Assessment dated 27 Jul 12 be removed from the Air
Force Fitness Management System (AFFMS).

________________________________________________________________
_

APPLICANT CONTENDS THAT:

She failed the sit-up component due to experiencing a thigh
cramp while using the toe hold bar while performing the sit-ups.
At that time she stated that she could not continue due to
cramping in her leg, but was advised that the score was not
official until put into AFFMS. She worked through the cramp and
completed the remaining portion of the assessment; however, she
immediately reported to the Emergency Room at her base to get
examined.

Her complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant is currently serving in the Regular Air Force in
the grade of master sergeant.

The applicant’s last five FA scores are as follows:

	DATE	RESULT

	 5 Oct 09	GOOD
	15 Apr 10	EXEMPT
	19 Jul 10	EXCELLENT
	14 Jul 11	EXCELLENT
*	27 Jul 12	UNSATISFACTORY

* Contested FA test.

The applicant’s AF Form 469, Duty Limiting Condition (DLC)
Report, dated 29 Aug 12, reflects she was not to push or pull
objects greater than 39 pounds; no running greater than 99
yards; and no repetitive bending at the waist. The DLC expired
on 29 Nov 12.

AIR FORCE EVALUATION:

AFPC/DPSIM recommends partial relief. They state that the
applicant provided evidence supporting the invalidation of the
FA test in question. In the interest of justice and based on
the limitations provided by her medical provider, they recommend
the cardio, push-up and sit-up components be corrected to
reflect “Exempt”. As a result, her score will reflect an
“Excellent”.

The complete DPSIM evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the
applicant on 14 Dec 12 for review and comment within 30 days.
As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by
existing law or regulations.

2. The application was timely filed.

3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice warranting
partial relief. We note the applicant has requested to have the
entire FA test dated 27 Jul 12 removed from her records. Based
on the Medical Providers restrictive physical limitations on the
applicant and the recommendation by the Air Force office of
primary responsibility, we believe the cardio, push-up, and sit-
up components should be corrected to reflect “exempt” in the
AFFMS. Our recommended change will result in an overall
composite fitness score of 100.00, “EXCELLENT”. Accordingly, we
recommend the records be corrected as indicated below.

________________________________________________________________
_

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that the cardio, push-
up, and sit-up components of her Fitness Assessment dated 27 July
2012, reflect “exempt” in the Air Force Fitness Management System.

This logic also concludes a medical condition causing weight gain would cause an increase in AC. She should have never taken the walk test while her dosage was still being adjusted and the FA should be invalidated based on the solid medical evidence presented. While we note the applicant requests the entire FA dated 25 Apr 2012, be removed, the AF Form 422 reflected that she was cleared to test using AC and she has not provided substantial evidence to persuade us otherwise.
