APPLICANT REQUESTS THAT:

His fitness assessment, dated 21 August 2012, be removed from 
the Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT:

His FA was not administered correctly.  During the sit-up 
portion of the assessment, the Physical Training Leader (PTL) 
corrected the counter several times.  During those corrections, 
he accomplished several extra sit-ups.  He was only credited for 
41 sit-ups; however, he actually completed 45 sit-ups. 

In support of his request, the applicant provides e-mail 
correspondence, his AFFMS print-out, Fitness Assessment score 
sheet and a letter of support from the counter.

STATEMENT OF FACTS:

The applicant is currently serving in the Regular Air Force in 
the grade of technical sergeant.  On 21 August 2012, he 
completed a fitness assessment and did not achieve the minimum 
number of sit-ups needed (45) to pass the sit-up component of 
the assessment.

AIR FORCE EVALUATION:

AFPC/DPSIM recommends correcting the sit-up component of the 
fitness assessment.  The applicant provided a statement from the 
individual who counted his sit-up repetitions.  The individual 
indicated that his count was off due to counting the repetitions 
while the applicant was in the up position rather than the down 
position.  AFI 36-2905, Fitness Program, instructs from the 
starting position, raise your upper torso until your elbows 
touch your knees or thighs, then, lower your upper torso until 
your shoulder blades contact the floor.  This is one repetition.  
Counting the sit-up repetition in the up position is an obvious 
violation of the AFI.  The counter regained the correct counting 
procedures as the applicant’s sit-up component assessment 
continued.  Upon completion of the sit-up assessment, the 
counter identified to the Fitness Assessment Cell that his sit-
up count was off by 4.  Unfortunately, the FAC did not include 
the 4 overlooked repetitions when recording the applicant’s 
score.

The applicant’s commander also feels there was an apparent 
injustice in the administration of the applicant’s FA.  The 
commander reviewed the details of the assessment and is 
convinced the FAC annotated the incorrect number of sit-ups.  
The commander requests the 21 August 2012, FA be removed from 
AFFMS.  It should be noted, however, the only component affected 
by the injustice was the sit-up component and there was no 
evidence submitted that justifies removal of the entire FA.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 6 April 2013, for review and comment within 30 days 
(Exhibit C).  As of this date, this office has received no 
response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  We took 
note of the applicant’s complete submission in judging the 
merits of the case; however, we find insufficient evidence of an 
error or injustice to warrant removal of the contested FA in its 
entirety.  Therefore, no basis exists upon which to recommend 
favorable consideration of his request to remove the contested 
FA from the AFFMS. 

4.  Notwithstanding the above determination, we believe some 
relief is warranted.  We took note of the recommendation of the 
Air Force office of primary responsibility to correct the sit-up 
component of the contested FA to reflect 45 and agree the record 
should be corrected accordingly as the applicant has provided 
substantial evidence, to include a letter of support from his 
commander and a memorandum from the counter attesting that the 
sit-ups were not accurately recorded.  Therefore, we recommend 
the applicant’s records be corrected only to the extent 
indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT, be corrected to show that the sit-
up component of the Fitness Assessment, dated 21 August 2012, be 
amended to reflect “45,” rather than “41,” in the Air Force 
Fitness Management System.
