APPLICANT REQUESTS THAT:
Her fitness assessment (FA) dated 8 June 2012 be removed from
the Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT:
Her abdominal circumference (AC) measurement was measured
incorrectly. She expressed this to the person administering the
assessment and refused to sign the document which made the test
incomplete. She is requesting the assessment be removed because
the person administering it failed to follow the AFI correctly.
Her subsequent assessment shows the correct measurement for the
AC portion of the assessment.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in
the grade of Staff Sergeant, (SSgt), E-5.
By letter dated 27 July 2012, HQ AFPC/DPSIM requested the
applicant provide additional supporting documentation to
substantiate her claim; specifically, a signed memorandum from
the local FAC stating the facts of what occurred the day of the
FA and her signed questionnaire for the FA in question (Exhibit
B). The applicant submitted copies of her unsigned fitness
screening questionnaire and email correspondence from a member
of the units fitness assessment cell (Exhibit C).

AIR FORCE EVALUATION:
HQ AFPC/DPSIM recommends denial. DPSIM states the applicant
provided an email from the FAC staff stating that the
measurement was given correctly. They recommend the fitness
assessment dated 8 June 2012, not be deleted from AFFMS.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 1 October 2012, for review and comment within 30
days (Exhibit E). To date, a response has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an injustice. After a thorough
review of the evidence of record and the applicants submission
we believe relief is warranted. The Board notes the Air Force
office of primary responsibility recommendation to deny,
however, we believe the applicant has raised reasonable doubt
regarding the accuracy of the contested fitness assessment. In
this respect, we note the abdominal circumference (AC) score of
the contested assessment represents a significant regression
when compared to her individual AC scores both prior and
subsequent to the period under review. Specifically, her AC was
measured 4 inches less in the subsequent FA, administered one
month later. Therefore, in order to preclude the possibility of
an injustice to the applicant, we recommend that her record be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that the
Fitness Assessment (FA) score dated 28 February 2012 be removed
from the Air Force Fitness Management System.
