APPLICANT REQUESTS THAT: 
 
His Fitness Assessment (FA) dated 4 May 2011 be removed from the 
Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT: 
 
The  Fitness  Assessment  Cell  (FAC)  individual  who  measured  his 
abdominal circumference (AC) did not measure him correctly.  The 
measurement  of  39.5  inches  resulted  in  an  unsatisfactory  score 
for the entire FA.  
 
His  commander  and  detachment  chief  allowed  him  to  retake  the 
test two weeks later and he passed.  His AC was measured by the 
same individual who measured him on 4 May 2011 and it measured 
37.5 inches.  A two inch difference in two weeks is a big margin 
of error. 
 
In support of his request, the applicant provides copies of his 
Individual  Fitness  Assessment  History,  and  a  letter  from  his 
detachment chief.

STATEMENT OF FACTS: 
 
The applicant is currently serving in the Air Force in the grade 
of technical sergeant (TSgt, E-6).

THE AIR FORCE EVALUATION: 
 
HQ AFPC/DPSIM recommends denial.  DPSIM states on 20 Jun 2012, a 
memorandum  was  sent  to  the  applicant  requesting  additional 
documentation,  specifically  a  signed  memorandum  from  the  FAC 
staff  and  his  commander  indicating  his  abdominal  circumference 
was  measured  incorrectly,  his  signed  fitness  assessment  score 
sheet  and  questionnaire.    The  applicant  did  not  submit 
additional documentation.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: 
 
On 11 Sep 2012, a copy of the Air Force evaluation was forwarded 
to the applicant for review and comment within 30 days.  As of 
this date, no response has been received by this office (Exhibit 
C).

THE BOARD CONCLUDES THAT: 
 
1.  The  applicant  has  exhausted  all  remedies  provided  by 
existing law or regulations. 
 
2.  The application was timely filed. 
 
3.  Sufficient  relevant  evidence  has  been  presented  to 
demonstrate  the  existence  of  an  error  or  injustice  warranting 
relief.    After  careful  consideration  of  the  applicant’s 
submission,  it  appears  that  the  applicant  has  established 
reasonable  doubt  as  to  the  accuracy  of  his  fitness  assessment.  
In  this  respect,  we  note  his  detachment  chief  states  in  a 
memorandum dated 24 May 11, that after the applicant failed his 
fitness  test,  he  was  immediately  re-measured  by  his  unit’s 
physical  training  leader.    The  results  of  his  abdominal 
circumference measurement reflected a difference of 2.5 inches.  
Two weeks later (18 May 2011), he was again measured by the same 
FAC  representative  who  performed  the  initial  failed  fitness 
assessment  test  on  4  May  2011,  and  his  abdominal  circumference 
measured 2 inches less.  While we note, DPSIMC recommends denial 
based  on  missing  documentation,  given  the  unequivocal  support 
from his detachment chief and the totality of the circumstances 
of  this  case,  we  find  the  evidence  presented  is  sufficient  to 
support the removal of his FA dated 4 May 11.  Accordingly, we 
recommend that his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT: 
 
The  pertinent  military  records  of  the  Department  of  the  Air 
Force  relating  to  APPLICANT,  be  corrected  to  show  that  his 
fitness assessment dated 4 May 2011 be declared void and removed 
from the AFFMS.
