STATEMENT OF FACTS:
The applicant is a former member of the Regular Air Force who
served from 22 July 1960 to 8 July 1964.
AFPC/DPSID reviewed the applicants records and verified his
entitlement to the Air Force Good Conduct Medal, Presidential
Unit Citation, Air Force Outstanding Unit Award, National
Defense Service Medal and the Small Arms Expert Marksmanship
Ribbon. His records will be corrected accordingly upon
completion of this case.
On 7 September 2012, AFPC/DPSOR informed the applicant of the
proper procedure to request the DD Form 246AF, Honorable
Discharge Certificate.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the Air Force Longevity Service
Award and the Army Good Conduct Medal.
The Good Conduct Medal is awarded to enlisted members who have
honorably completed three continuous years of active military
service subsequent to 26 August 1940 and who are recommended by
their commanding officers for exemplary behavior, efficiency and
fidelity.
In accordance with Air Force Instruction 36-2803, The Air Force
Awards and Decorations Program, service between 28 July 1954 and
31 May 1963 shall be considered for award under the criteria
established for the Army Good Conduct Medal. Service from
1 June 1963 to an indefinite date shall be considered under the
criteria established for the Air Force Good Conduct Medal.
The applicant completed his first three years of honorable
active duty service on 21 July 1963; therefore, he was
considered for award under the criteria for Air Force Good
Conduct Medal. The applicants DD Form 214, Armed Forces of the
United States Report of Transfer or Discharge, reflects he was
awarded the Air Force Good Conduct Medal for the period of
22 July 1960 to 21 July 1963. He is ineligible for the award of
the Army Good Conduct Medal.
The Air Force Longevity Service Award is awarded to all service
members of the United States Air Force who complete four years
of honorable active or reserve military service with any branch
of the United States Armed Forces. The applicant served on
active duty from 22 July 1960 to 8 July 1964, for a total of
3 years, 11 months and 17 days. He is ineligible for the award
of the Air Force Longevity Service Award.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 17 September 2012 for review and comment within
30 days (Exhibit D). As of this date, this office has received
no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicant's complete submission and the available
evidence of record in judging the merits of the case; however,
we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the
basis for our conclusion that the applicant is not entitled to
relief beyond that already granted administratively. Therefore,
in the absence of evidence to the contrary, we find no basis to
grant the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
