APPLICANT REQUESTS THAT: 
 
His  fitness  assessment  (FA),  dated  30  April  2012,  be  removed 
from the Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT: 
 
During  the  abdominal  circumference  portion  of  the  FA,  the 
evaluator  measured  his  waist  at  43”  and  42”.    He  expressed 
concerns  with  the  improper  taping  method.    He  also  stated  the 
measurement  was  not  consistent  with  his  normal  waist  size.  
Another evaluator measured him for the third measurement, which 
was  39.5”.    Due  to  the  drastic  difference,  a  new  set  of 
measurements  were  taken  and  the  results  were:    39.5”,  39”  and 
39.5”.    The  evaluator  failed  to  add  all  measurements  up  and 
inform  him  of  the  final  average  or  that  he  had  a  passing 
measurement of 39”.  He was unaware that he passed the abdominal 
circumference  and  was  asked  if  he  wanted  a  third  set  of 
measurements by another evaluator, to which he accepted. 
 
The Officer in Charge of the fitness assessment section came in 
and rapidly measured his waist with an average circumference of 
40”.    He  continued  with  the  assessment  despite  the  failed 
abdominal circumference.  Had he been told he passed the second 
series  of  measurements,  he  would  have  not  allowed  the  third 
series. 
 
In  support  of  his  request,  the  applicant  provides  a  statement 
from  his  deputy  commander  and  a  statement  from  the  Unit 
Readiness NCO.

STATEMENT OF FACTS: 
 
The applicant is currently serving in the Air Force in the grade 
of master sergeant.  
 

 
AIR FORCE EVALUATION: 
 
AFPC/DPSIM recommends denial.  On 7 June 2012, a memorandum was 
sent  to  the  applicant  requesting  additional  information.  
Specifically,  a  memorandum  from  his  fitness  assessment  cell 
explaining/acknowledging  what  happened,  as  well  as,  his  signed 
FA  scores  sheet  and  questionnaire.    The  member  did  not  provide 
the requested documentation.

B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 
 
A  copy  of  the  Air  Force  evaluation  was  forwarded  to  the 
applicant  on  30  August  2012,  for  review  and  comment  within 
30 days (Exhibit C).  As of this date, this office has received 
no response.

THE BOARD CONCLUDES THAT: 
 
1.  The  applicant  has  exhausted  all  remedies  provided  by 
existing law or regulations. 
 
2.  The application was timely filed. 
 
3.  Sufficient  relevant  evidence  has  been  presented  to 
demonstrate the existence of an injustice to warrant relief.  We 
thoroughly  considered  the  applicant’s  complete  submission  and 
the  OPR’s  recommendation  not  to  remove  the  fitness  assessment 
score.    However,  we  believe  the  applicant  has  provided 
sufficient  evidence  to  raise  reasonable  doubt  as  to  whether  or 
not  the  abdominal  circumference  measurement  was  accurately 
recorded during the contested fitness assessment.  Based on the 
foregoing,  we  recommend  his  records  be  corrected  as  indicated 
below.

THE BOARD RECOMMENDS THAT: 
 
The  pertinent  military  records  of  the  Department  of  the  Air 
Force  relating  to  APPLICANT  be  corrected  to  show  that  the 
fitness  assessment  score  dated  30  April  2012,  be  removed  from 
the Air Force Fitness Management System.
