APPLICANT REQUESTS THAT:
The Air Force Commendation Medal (AFCM) recently awarded by the
Air Force Board for Correction of Military Records (AFBCMR) be
considered by a Special Selection Board (SSB) for the Calendar
Year 2011 (CY11D) Major Selection Board.

APPLICANT CONTENDS THAT:
He was recently awarded an AFCM for meritorious service for the
2003 to 2006 time frame through the AFBCMR. The award was not
added to his records until after the promotion board met in
November 2011. Not having this award in his records had a
direct impact on the board members evaluation and resulted in
his non-selection for promotion.
In support of his appeal, the applicant provides a copy AFBCMR
Record of Proceeding, Directive and the AFCM.

STATEMENT OF FACTS:
The applicant is a captain in the Regular Air Force. On
23 January 2012, the AFBCMR approved his request to award him
the AFCM for meritorious service from 4 September 2003 to
3 September 2006. The AFCM was accomplished and signed on
24 February 2012.

AIR FORCE EVALUATION:
ARPC/DPSOO defers recommendation to the Board. The applicant
has one non-selection to the grade of major by the CY11D Major
Board.
The applicant now requests SSB consideration with the inclusion
of the recently awarded AFCM in his Officer Selection Record
(OSR). However, because the Given Under My Hand date on the
citation reflects 24 February 2012, it cannot be filed in his
OSR for the board that convened on 5 December 2011.
If the AFBCMR approves changing the date on the citation, then
DPSOO recommends SSB consideration with the inclusion of the
AFCM citation in his OSR and annotated on his Officer Selection
Brief.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
He thanks the Board for reviewing his case. In his talks with
his Air Force Personnel Counselor, she cites the missing
citation as a major reason for his low scored promotion package.
He asks the Board provide a letter to DPSOO stating this award
be added to his promotion package thus granting the SSB.
The applicant’s response, with attachments, is at Exhibit D.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an injustice to warrant relief.
Based on the previous Board’s recommendation to award the
applicant the AFCM and the fact that the award would have been
considered in the applicant’s selection record had it been
properly awarded in 2006, we believe the AFCM should be a matter
of record before the CY 2011D Major Central Selection Board.
Therefore, we recommend that his records be corrected to the
extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that:
a. The Air Force Commendation Medal with inclusive dates of
4 September 2003 to 3 September 2006, was approved on 1 December
2
2011, rather than 24 February 2012; and was accepted for file in
his Officer Selection Record on 2 December 2011.
b. It is further directed that the corrected record be
considered for promotion to the grade of major by a Special
Selection Board for the Calendar Year 2011D (P0411D) Major
Central Selection Board.
