APPLICANT REQUESTS THAT: 
 
His  records  reflect  that  he  is  entitled  to  the  Armed  Forces 
Expeditionary Medal (AFEM) for service in Vietnam.

APPLICANT CONTENDS THAT: 
 
While  he  was  stationed  at  Anderson  AFB  Guam  from  November  1963 
to May 1965, he provided direct support of the Vietnam campaign. 
He  served  as  a  maintenance  Crew  Chief  on  the  B-52  and  C-124 
aircraft that flew during that time period.  He is attempting to 
join the local Veterans of Foreign Wars (VFW) Post and needs his 
record corrected.  
 
In  support  of  his  request  the  applicant  submits  copies  of  his 
DD Form  214,  Armed  Forces  of  the  United  States  Report  of 
Transfer or Discharge, and AF Form 7, Airman Military Record.

STATEMENT OF FACTS: 
 
The  applicant  enlisted  in  the  Regular  Air  Force  on  26  January 
1962. 
 
On 19 May 1965 the applicant was released from active duty with 
an  honorable  characterization  of  service.    He  served  3 years, 
7 months and 1 day which included 1 year, 6 months and 2 days of 
Foreign and/or Sea Service.   
 
The applicant’s DD Form 214 does not reflect award of the AFEM. 
The AFEM may be awarded to members of the U.S. Armed Forces who 
after 1 July 1958: participate as members of U.S. military units 
in  a  U.S.  military  operation  in  which  service  members  of  any 
military department participate in significant numbers.  Service 
members  must  have  been  permanently  assigned,  attached,  or 
detailed  to  a  unit  that  participated  in  or  engaged  in  direct 
support  for  30  consecutive  days  in  a  designated  area  of 

eligibility (AOE) in a foreign territory (or for the full period 
when an operation is less than 30 days duration) or for 60 non-
consecutive  days,  provided  the  support  involved  entering  the 
AOE.    The  inclusive  dates  for  the  AFEM  specific  to  Vietnam 
service were from 1 July 1958 to 3 July 1965.   
 
By  letter,  dated  4  November  2011,  AFPC/DPAPP,  advised  the 
applicant  they  were  able  to  verify  and  confirm  his  foreign 
service  in  Guam  from  15  November  1963  to  16  May  1965  for  a 
period of 1 year, 6 months and 2 days. However, they were unable 
to  verify  any  time  spent  in  the  Republic  of  Vietnam.  DPAPP 
requested  the  applicant  provide  additional  documentation  as 
proof  of  service  in  Vietnam  to  their  office  within  30  days  of 
receipt of their letter.

AIR FORCE EVALUATION: 
 
AFPC/DPSIDR  recommends  denial.    DPSIDR  states  that  after  a 
complete  review  of  the  applicant’s  case  and  in  the  absence  of 
evidence verifying his entry into the AOE, they recommend denial 
of his claim for award of the AFEM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 
 
A  copy  of  the  Air  Force  Evaluation  was  forwarded  to  the 
applicant  on  9  December  2011  for  review  and  comment  within 
30 days.    As  of  this  date,  this  office  has  not  received  a 
response.

THE BOARD CONCLUDES THAT: 
 
1.  The  applicant  has  exhausted  all  remedies  provided  by 
existing law or regulations. 
 
2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.   
 
3.  Insufficient  relevant  evidence  has  been  presented  to 
demonstrate the existence of error or injustice.  We took notice 
of the applicant's complete submission in judging the merits of 
the case; however, we agree with the opinion and recommendation 
of the Air Force office of primary responsibility and adopt its 
rationale  as  the  basis  for  our  conclusion  that  relief  beyond 
that  already  granted  administratively  is  not  warranted. 

 

 

Therefore,  we  find  no  basis  to  favorably  consider  this 
application.

The  applicant  be  notified  that  the  evidence  presented  did  not 
demonstrate  the  existence  of  material  error  or  injustice;  that 
the  application  was  denied  without  a  personal  appearance;  and 
that  the  application  will  only  be  reconsidered  upon  the 
submission of newly discovered relevant evidence not considered 
with this application.
