APPLICANT REQUESTS THAT:
1. His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be corrected to reflect his overseas
service in Thailand.
2. He be provided with any medals, badges, commendations,
citations, and campaign ribbons awarded to him.

APPLICANT CONTENDS THAT:
His DD Form 214 does not reflect his service in Southeast Asia.
In support of his appeal, the applicant provides copies of his DD
Form 214; information sheets on Takhli Royal Thai Air Force Base
and the 23rd Wing; and a personal statement from his wife.

STATEMENT OF FACTS:
The applicant is a former member of the Regular Air Force who
served on active duty from 28 March 1962 through 25 March 1966
with 3 months and 22 days of Foreign Service. He served 3 years,
11 months, and 28 days on active duty.

AIR FORCE EVALUATIONS:
AFPC/DPAPP recommends denial of the request to correct the
applicants record to reflect service in Thailand. DPAPP states
that while the applicants DD Form 7, Airman Military Record,
reflects 112 days of temporary duty (TDY), they are unable to
determine the exact location of his TDY.

AFPC/DPSIDR recommends denying the applicants request for any
additional awards. DPSIDR states the applicant was awarded the
Air Force Expeditionary Medal (AFEM) which is annotated on his DD
Form 214. The AFEM is awarded for general service in Vietnam
from 1 July 1958 to 3 July 1965 prior to the award of the Vietnam
Service Medal (VSM). Whereas, it is likely the applicant
received the AFEM for service in Southeast Asia, there is no
evidence to show for what service he received the AFEM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the
applicant on 6 January 2012 for review and response within
30 days (Exhibit E). As of this date, this office has received
no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or an injustice. We took
notice of the applicant's complete submission in judging the
merits of the case; however, we agree with the opinions and
recommendations of the Air Force offices of primary
responsibility and adopt their rationale as the basis for our
conclusion the applicant has not been the victim of an error or
injustice. Therefore, in the absence of evidence to the
contrary, we find no basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.

AFPC/DPAPP verified the applicant served at Kadena Air Base (AB), Japan, from 20 Sep 67 to 22 Mar 68, for a total of six months and four days.
