APPLICANT CONTENDS THAT:
He was awarded the decorations; however, his records were
destroyed during the fire at the National Personnel Record
Center (NPRC).
In support of his appeal, the applicant provides a personal
statement and copies of extracts from his master personnel
records to substantiate his appeal.
The applicants complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
Based on the evidence provided, the applicant served on active
duty from 22 Mar 43 to 26 Sep 45. He was credited with two
years, one month and four days of continental service and five
months and one day of foreign service.

THE AIR FORCE EVALUATION:
AFPC/DPSIDR did not make a recommendation. They noted, however,
the documentation provided by the applicant did not appear to
have been tampered with in reference to his awards and
decorations. The DD Form 214 (sic) and General Orders appear to
be authentic and along with the DFC, the applicants record
reflects award of the AM w/2OLCs, ACM, GCM, the EAME Central
Europe (EAMECE w/5BSS), WWIIVM, and the PUC.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
He points out again the he was awarded the eight AMs and notes
the documents substantiate that he was awarded the
aforementioned decorations and medals.
The applicants complete response, with attachments, is at
Exhibit E.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice warranting
partial corrective action. We note the comments from the Air
Force office of primary responsibility and find the documents
provided in support of the applicants appeal, with the
exception of the AM, sufficient to substantiate the applicant
was awarded the medals and decorations in question. While we
note the applicant asserts that he was awarded the AM eight
times (AM, w/7OLCs), his WD AGO 53-55, issued on 26 Sep 45,
indicates that he was only awarded the AM five times (AM,
w/4OLCs). In our view, this is consistent with the GSA document
which reflects the applicant was shipped four appurtenances
(small and large). In view of the above, we recommend the
applicants record be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that his
WD AGO 53-55, issued on 26 Sep 45, Item 33, Decorations and
Citations, be amended to reflect award of the Air Medal, with
Four Bronze Oak Leaf Clusters, Good Conduct Medal, American
Campaign Medal, Euro-African-Middle Eastern Theater Campaign
Medal, with Eight Bronze Service Stars, World War II Victory
Medal, and the Presidential Unit Citation with One Bronze Oak
Leaf Cluster.
