MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE
AFBCMR
SUBJECT:
Having carefully reviewed this application, we agree with the recommendation of the Air
Force office of primary responsibility and adopt the rationale expressed as the basis for our
decision that the applicant has been the victim of either an error or an injustice. Therefore, we
recommend the applicant's records be corrected to show that during his personally procured
move (PPM) of his household goods (HHG) from Maxwell AFB, AL to Andrews AFB, MD
under Special Order AE-070587, dated 14 April 2011, the Code 2 rate, which the Air Force
utilized on 8 April 2011 to calculate his PPM incentive, was the authorized rate on file in the
Defense Personal Property System, and his incentive was based upon 95% of that rate, resulting
in authorized incentive amount of $11,821.11, and he was reimbursed the $109.92 which was
erroneously collected from him in September 2011.

Based on that amount, the applicant was given an advance payment of $12,331.44. ECAF recommends the applicant be reimbursed for any funds personally expended in excess of the authorized GCC.

Although it does appear the applicant was miscounseled regarding the amount of reimbursement he could expect to receive for a Personally Procured Move, he was fully compensated for his move and in reality received a de facto incentive through remission of the debt incurred for the excess advance initially received.
