RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2011-01974
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge be corrected to reflect award of the Air
Force Commendation Medal (AFCM).
_________________________________________________________________
APPLICANT CONTENDS THAT:
His DD Form 214 was not updated to reflect award of the AFCM. He
received the AFCM and documentation but not the Special Order.
In support of his request, the applicant provides a copy of the
AFCM citation and certificate and a photograph of the medal.
The applicant's complete submission, with attachment, is at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant is a former member of the Regular Air Force, who
served on active duty from 8 Dec 50 through 31 Dec 70.
The AFCM is awarded to service members who, while serving in any
capacity with the Air Force after 24 Mar 58, shall have
distinguished themselves by meritorious achievement or service.
The degree of merit must be distinctive, but is not required to
involve the voluntary risk of life required for the Soldiers
Medal (or the Airmans Medal now authorized for the Air Force)..
_________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPSIDRA recommends denial noting the applicant previously
submitted a request for the AFCM to DPSIDRA and was informed that
without a copy of the Special Order they would not be able to
verify his entitlement to the AFCM. There was no official
documentation located in the applicants military record
reflecting award of the AFCM. Without a copy of the Special
Order authorizing the entitlement to AFCM, the applicants
entitlement to the medal cannot be verified.
The complete AFPC/DPSIDRA evaluation is at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 5 Oct 11 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice to warrant
changing the applicants records to reflect award of the AFCM.
Although a copy of the official order awarding the applicant the
AFCM is unavailable, he has provided a copy of the certificate, a
photograph of the medal, and the citation with the impressed
official seal which is an indicator that the medal was approved
and processed for disposition. Notwithstanding the absence of an
official order awarding the applicant the AFCM, we are persuaded
by the evidence presented of his entitlement to the decoration.
Accordingly, we recommend his records be corrected to the extent
indicated below.
_________________________________________________________________
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to the APPLICANT be corrected to show that he was
awarded the Air Force Commendation Medal for outstanding
achievement for the period 14 June 1967 through 31 December 1967.

He was awarded a decoration in recognition of his long and outstanding service to the Air Force; by amendment the applicant requests award of the Air Force Achievement Medal (AFAM). He wants the Air Force Achievement Medal (AFAM) for his long outstanding service. Since it appears the SDN number is correct as presently constructed and the applicant has not provided sufficient evidence to show otherwise, we find no basis to recommend changing it.

Had the squadron followed through with the AmnM processing, the former commander would have seen and approved the awards. One of the approved citations actually states "voluntary risk of life," which is what all of their original citations read before citations were changed to the AFCM for “acts of courage.” The AFI states that the AmnM will not be awarded for "normal performance of duties." There is no justification provided by the applicant's former chain of command as to why a recommendation for a PCS decoration was not processed within a timely manner. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: The applicant provided a letter from his former commander. The former commander states the AFCM was warranted then and should be awarded now.
