APPLICANT REQUESTS THAT: 

 

His DD Form 214, Armed Forces of the United States Report of 
Transfer or Discharge be corrected to reflect award of the Air 
Force Commendation Medal (AFCM).

APPLICANT CONTENDS THAT: 

 

His DD Form 214 was not updated to reflect award of the AFCM. He 
received the AFCM and documentation but not the Special Order. 

 

In support of his request, the applicant provides a copy of the 
AFCM citation and certificate and a photograph of the medal. 

 

The applicant's complete submission, with attachment, is at 
Exhibit A.

STATEMENT OF FACTS: 

 

The applicant is a former member of the Regular Air Force, who 
served on active duty from 8 Dec 50 through 31 Dec 70. 

 

The AFCM is awarded to service members who, while serving in any 
capacity with the Air Force after 24 Mar 58, shall have 
distinguished themselves by meritorious achievement or service. 
The degree of merit must be distinctive, but is not required to 
involve the voluntary risk of life required for the Soldier’s 
Medal (or the Airman’s Medal now authorized for the Air Force)..

AIR FORCE EVALUATION: 

 

HQ AFPC/DPSIDRA recommends denial noting the applicant previously 
submitted a request for the AFCM to DPSIDRA and was informed that 
without a copy of the Special Order they would not be able to 


verify his entitlement to the AFCM. There was no official 
documentation located in the applicant’s military record 
reflecting award of the AFCM. Without a copy of the Special 
Order authorizing the entitlement to AFCM, the applicant’s 
entitlement to the medal cannot be verified.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to the applicant 
on 5 Oct 11 for review and comment within 30 days. As of this 
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

 3. Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice to warrant 
changing the applicant’s records to reflect award of the AFCM. 
Although a copy of the official order awarding the applicant the 
AFCM is unavailable, he has provided a copy of the certificate, a 
photograph of the medal, and the citation with the impressed 
official seal which is an indicator that the medal was approved 
and processed for disposition. Notwithstanding the absence of an 
official order awarding the applicant the AFCM, we are persuaded 
by the evidence presented of his entitlement to the decoration. 
Accordingly, we recommend his records be corrected to the extent 
indicated below.

THE BOARD RECOMMENDS THAT: 

 

 The pertinent military records of the Department of the Air Force 
relating to the APPLICANT be corrected to show that he was 
awarded the Air Force Commendation Medal for outstanding 
achievement for the period 14 June 1967 through 31 December 1967.
