APPLICANT REQUESTS THAT:
1. His records reflect his temporary duty (TDY) assignment to
Vietnam.
2. His records be corrected to reflect he was a Prisoner of War
(POW) in Vietnam.

APPLICANT CONTENDS THAT:
While serving in Vietnam, he was captured by the Vietcong and
held as a POW for 29 days. His records may have been classified
and he needs proof of his service in Vietnam.
The applicant did not provide any documentation in support of
his request.
The applicant's complete submission is at Exhibit A.

STATEMENT OF FACTS:
On 24 March 1966, the former member enlisted in the Regular Air
Force.
On 20 January 1969, he was permanently retired by reason of
physical disability. He had 2 years, 9 months and 27 days of
total active service.
The POW Medal is awarded to any person who was taken prisoner or
held captive while engaged in an action against an enemy of the
United States while engaged in military operations involving
conflict with an opposing armed force; or while serving with
friendly forces engaged in armed conflict against an opposing
armed force in which the United States is not a belligerent
party.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. DPAPP states there was no
official documentation found in the applicants records to
substantiate a TDY to Vietnam.
DPAPP verified the applicants only assignment in the Air Force
was to Athens, Greece, from 10 September 1966 to 28 November
1968, which is correctly reflected on the applicants DD Form
214.
The complete DPAPP evaluation is at Exhibit C.
HQ AFPC/DPWC recommends denial. DPWC states after a thorough
search of his records, the Defense Prisoner of War and Missing
Persons Office website and the applicants master personnel
record, there is no documentation to support the applicants POW
status.
DPWC states the U.S. National Archives and Records
Administration does not list the applicant as a Vietnam POW.
Additionally, the applicant did not submit any official
documentation reflecting his time as a POW.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the
applicant on 29 April 2011 for review and comment within 30 days
(Exhibit E). As of this date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. After a
thorough review of the available evidence and the applicants
complete submission, we find no evidence which would persuade us
that his records should be corrected to show service in Vietnam
or POW status. Therefore, we agree with the opinions and
recommendations of the Air Force offices of primary
responsibility and adopt their rationale as the basis for our
conclusion the applicant has not been the victim of an error or
injustice. In the absence of evidence to the contrary, we find
no basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
