His DD Form 214, Armed Forces of the United States Report of 
Transfer or Discharge, be updated to reflect award of the Air 
Force Commendation Medal (AFCM).

APPLICANT CONTENDS THAT: 

 

He was awarded the AFCM while he was on active duty; however, the 
AFCM is not listed on his DD Form 214.

STATEMENT OF FACTS: 

 

The relevant facts pertaining to this application are contained 
in the letter prepared by the appropriate offices of the Air 
Force. Accordingly, there is no need to recite these facts in 
this Record of Proceedings.

AIR FORCE EVALUATION: 

 

AFPC/DPSIDR reviewed this application and recommends denial. The 
applicant served on active duty from 4 Aug 54 through 30 Sep 74. 
He contends he was awarded the AFCM and it is not listed on his 
DD Form 214. The applicant’s entitlement to the AFCM could not 
be verified. The AFCM is awarded to service members of the Armed 
Forces who served in any capacity with the Air Force after 24 Mar 
58, who distinguished themselves by meritorious achievement and 
service. The degree of merit must be distinctive. The acts of 
courage does not have to involve the voluntary risk of life 
required for the Soldier’s Medal (or the Airman’s Medal now 
authorized for the Air Force) may be considered for the AFCM. 

 

The recommendation for decoration is submitted on an individual 
basis and is a voluntary act on the part of the recommending 
official. Veterans can be recommended for a decoration under the 


1996 National Defense Authorization Act (NDAA). The 
recommendation must be written and meet the following criteria: 
1) be made by someone, other than the member himself, in the 
member’s chain of command at the time of the incident, and, who 
has firsthand knowledge of the acts or achievements; and 2) be 
submitted through a congressional member who can ask a military 
service to review a proposal for a decoration based on the merits 
of the proposal and the award criteria in existence when the 
event occurred. 

 

The recommendation must include the name of the decoration, 
reason for the recognition, inclusive dates of the act, and a 
narrative description of the act. The recommending official must 
sign the recommendation. Furthermore, a proposed citation is 
required and any chain of command endorsements are required. 
Statements from fellow service member, eyewitness statements 
attesting to the act, sworn affidavits, and other documentation 
substantiating the recommendation should be included with the 
package.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to applicant on 
29 Apr 11 for review and comment within 30 days. As of this 
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. After careful 
consideration of the applicant's request and the available 
evidence of record, we find insufficient evidence of error or 
injustice to warrant corrective action. The facts and opinions 
stated in the advisory opinion appear to be based on the evidence 
of record and have not been adequately rebutted by applicant. 
Absent persuasive evidence applicant was denied rights to which 
entitled, appropriate regulations were not followed, or 
appropriate standards were not applied, we find no basis to 
disturb the existing record.

THE BOARD DETERMINES THAT: 

 

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
