APPLICANT REQUESTS THAT:
Her Separation Program Designator (SPD) Code be changed from
MDF Pregnancy or Childbirth to hardship.

APPLICANT CONTENDS THAT:
She is unable to access her education benefits. She applied and
was approved for separation when she was pregnant but was put on
Stop Loss due to the events of 9/11. She had her child after the
letters and final authorization to be released from active duty
were completed. Once approved for an exemption from the Stop Loss
program, she requested a hardship release because she was a
single parent with no family. She was unaware that the code on
the DD Form 214, Certificate of Discharge from Active Duty was
incorrect at that time.
In support of her request, the applicant provides a copy of her
DD Form 214 and a copy of AF Form 100, Request and Authorization
for Separation.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 10 Jan 01.
The applicant was released from active duty on 15 Jul 02 by
reason of Pregnancy or Childbirth with a Separation Code of
MDF and a Reenlistment Eligibility (RE) code of 3A. She
received an honorable character of service and is credited with
serving 1 year, 7 months, and 9 days.
AIR FORCE EVALUATION:
AFPC/DPSOS recommends correction of the applicants separation
code. DPSOS states the current SPD code of MDF does not
accurately reflect the applicants reason for separation and
recommends her separation code be corrected to KFF and the
narrative reason for separation be corrected to reflect
Secretarial Authority.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 20 May 11 for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a review of the
evidence of record and the applicants submission we believe that
relief is warranted. The Board notes that the Air Force office of
primary responsibility states the current SPD code of MDF does
not accurately reflect the applicants reason for separation and
recommends correcting the SPD code to "KFF," and narrative reason
to reflect "Secretarial Authority." However, this change may
continue to not qualify the applicant for the MGIB-AD as she so
desires. The SPD "KDB" with narrative reason of "hardship"
appropriately states the narrative reason for separation as
hardship and satisfies the MGIB-AD eligibility requirement.
Therefore, we recommend that the records be corrected as indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to the applicant be corrected to show that she was
discharged on 15 July 2002, with a narrative reason for
separation of "Hardship," rather than "Pregnancy or Childbirth,"
and a separation code of "KDB," rather than "MDF".
