APPLICANT REQUESTS THAT:
He be awarded the Presidential Unit Citation (PUC), the Vietnam
Service Medal (VSM), and receive credit for his service in the
Vietnam.

STATEMENT OF FACTS:
A similar appeal was considered and denied by the Board on
6 April 2006. For an accounting of the facts and circumstances
surrounding the application, and, the rationale of the earlier
decision by the Board, see the Record of Proceedings at
Exhibit F.
The applicant submits a request for reconsideration, contending
that he served in Vietnam.
In support of his appeal, the applicant provides a copy of a pay
statement to verify his service in a combat zone; a copy of his
1966 W-2, Wage and Tax Statement 1966, and letters of support
from the local Veterans Service and American Legion offices.

THE BOARD CONCLUDES THAT:
Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice warranting corrective
action. After a careful review of the documents provided in the
applicant’s behalf, we believe that partial relief is warranted.
In this respect, we believe the evidence submitted, while not
conclusive, provides a reasonable basis to conclude that the
applicant served in the Area of Eligibility from September to
December 1966. As such, we believe that any doubt should be
resolved in the applicant’s favor and that he be entitled to the
Vietnam Service Medal and “boots on ground” in Vietnam.
Notwithstanding the above, we found no evidence the applicant’s
assigned units were the recipients of the Presidential Unit
Citation while the applicant was assigned. In view of the
above, we recommend the applicant’s record be corrected to the
extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that:
a. His DD Form 214, Armed Forces of the United States
Report of Transfer or Discharge, issued 10 August 1970, Item 24,
Decorations, Medal, Badges, Commendations, Citations and
Campaign Ribbons Awarded or Authorized be amended to reflect
award of the Vietnam Service Medal.
