APPLICANT REQUESTS THAT:
His records be corrected to reflect the award of the Air Force Combat
Action Medal (AFCAM).

APPLICANT CONTENDS THAT:
The medal was established after he retired.
In support of his request, the applicant submits copies of his medals,
decoration citations and his Officer Performance Reports (OPRs).
The applicant's complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant retired from military service on 1 Jan 05. He served
21 years and 23 days on active duty.
The remaining relevant facts pertaining to this application, extracted from
the applicant’s military records, are contained in the letter prepared by
the appropriate office of the Air Force at Exhibit B.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial. DPSIDR states the AFCAM was established
on 15 Mar 07 and approved for recognition of any military member of the Air
Force who actively participated in ground or air combat.
AFCAM Criterion: On 15 Mar 07, the Secretary of the Air Force (SECAF)
approved establishment of the AFCAM to recognize any military member of the
Air Force who actively participated in combat (ground or air). An
individual must have been under direct and hostile fire while operating in
unsecured space (outside the defended perimeter), or physically engaging
hostile forces with direct and lethal fire.
The applicant’s request for award of the AFCAM was disapproved by the
approval authority - Air Forces Central (AFCENT) on 29 Oct 09.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 11 Dec
09 for review and comment within 30 days. As of this date, this office has
received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
evidence and the applicant’s complete submission, we are not persuaded that
he should receive the Air Force Combat Action Medal. In addition, he has
provided no documentary evidence that would establish his entitlement to
this decoration. Therefore, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the victim
of an error or injustice. In the absence of evidence to the contrary, we
find no basis to recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
