APPLICANT REQUESTS THAT:

Award of the Aerial Achievement Medal (AAM) be added  to  his  DD Form  214,
Certificate of Release or Discharge from Active Duty.

APPLICANT CONTENDS THAT:

He was awarded the AAM; however, it is not reflected on his DD Form 214.

In support of  his  request,  the  applicant  provided  a  copy  of  an  AAM
certificate  and  documentation  extracted  from  his   military   personnel
records.

STATEMENT OF FACTS:

Applicant entered active duty in the Regular Air Force on 10 June  2003  and
on 26 June 2007 he was placed  on  the  Temporary  Disability  Retired  List
(TDRL).  He served 4 years and 17 days on active duty.

The  AAM  is   awarded   for   sustained   meritorious   achievement   while
participating in aerial flight.  The achievements must be accomplished  with
distinction above and beyond that normally expected of professional  airmen.
 Approval or disapproval authority  is  delegated  to  wing  commanders  for
military and Secretary of the  Air  Force  for  civilians.   Major  Commands
(MAJCOMs) will identify the missions and positions  that  qualify  for  this
award.  HQ USAF/XO must certify MAJCOM criteria.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states after a thorough review  of  the
applicant's military record they were unable to locate  in  the  applicant's
military record a special order awarding the AAM and he did  not  provide  a
special order with his request, only the  citation.   On  29  January  2008,
SAF/MRBR sent a request to the applicant requesting a copy  of  the  special
order awarding the AAM - the applicant did not respond.  The  special  order
is the official document that authorizes decorations.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 28 March 2008, the evaluation was forwarded to the applicant  for  review
and comment within 30 days (Exhibit C).  As of this date,  this  office  has
received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was timely filed.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence  of  an  error  or  injustice.   After  thoroughly  reviewing  the
applicant’s submission and the evidence of record there  appears  to  be  no
official documentation, such as a special order in the applicant’s  military
personnel records showing that he was awarded the AAM.  Therefore, we  agree
with the opinion and recommendation of  the  Air  Force  office  of  primary
responsibility and adopt its rationale as the basis for our conclusion  that
the applicant has not been the victim of an  error  or  injustice.   In  the
absence of evidence  to  the  contrary,  we  find  no  compelling  basis  to
recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented  did  not  demonstrate  the
existence of an error or an injustice; the application was denied without  a
personal appearance; and the application will only be reconsidered upon  the
submission of newly discovered relevant evidence not  considered  with  this
application.
