APPLICANT REQUESTS THAT:

His records be corrected to reflect active duty service credit for  25
Sep 81 through 29 Jun 84.

APPLICANT CONTENDS THAT:

His records do not reflect his  active  duty  service  from  25 Sep 81
through 29 Jun 84.

In support of his request,  the  applicant  provided  a  copy  of  his
Certification of Military  Service;  copies  of  a  letters  from  his
Senator, the Department of Military and Veterans  Affairs  (DVA),  the
National  Personnel  Record  Center  (NPRC);  and  extracts  from  his
military personnel and medical records.

His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The certification of service provided by the applicant reflects he was
a member of the Air National Guard (ANG) from 12 Apr 80 through 11 Apr
87

AIR FORCE EVALUATION:

MI/TAG and MIANG/VC state the applicant has  not  provided  sufficient
documentation to validate his request for service  credit  for  active
duty from 25 Sep 81 through 29 Jun 84.

The MI/TAG and MIANG/VC complete evaluation is at Exhibit B.

NGB/A1PS concurs with MI/TAG and MIANG/VC that the applicant  has  not
provided sufficient documentation to support his  request  for  credit
for active duty service.  NGB/A1PS further states the
documentation required to support  his  request  would  be  Leave  and
Earnings Statements, completed travel vouchers, certified orders,  the
NGB Form 22 and the DD Form 214.

NGB/A1PS recommends the request relief  be  denied.   NGB/A1Ps  states
they concur with the subject matter  expert  and  the  Michigan  State
Headquarters  that  there  is  insufficient   documentation   in   the
applicant’s application to validate his  active  duty  service  credit
claim.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant reviewed the Air Force evaluations and  provided  copies
travel orders, training orders, memorandums, medical notes  and  leave
and earning statements from his military personnel records in  support
of his application.  His complete submission is at Exhibit F.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the  existence  of  an  error  or  an  injustice.   The  applicant  is
requesting active duty service credit for the period 25 Sep 81 through
29 Jun 84.  The Air Force office of  primary  responsibility  reviewed
his request and determined that he did not  provide  documentation  to
support his claim, and recommends denial of his request.  In response,
the applicant provided copies of various orders,  printouts  from  his
Air Force Finance and Accounting  Center  records,  and  documentation
extracted  from  his  medical  records.   We  carefully  reviewed  the
documentation submitted and while the documents  appear  to  partially
validate his claim, absent the appropriate analysis from  the  subject
matter expert, we are unable to make a credible  determination  as  to
its sufficiency for purposes of awarding service credit.  Furthermore,
it appears that the relief he is seeking  through  the  correction  of
records   process    would    be    more    appropriately    addressed
administratively.  Accordingly, the AFBCMR staff has forwarded a  copy
of the documentation provided  by  the  applicant  to  the  Air  Force
Reserve Center for action.  After their review, should  the  applicant
not be satisfied with the administrative relief, he may then  petition
the Board.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
