APPLICANT REQUESTS THAT:

Her bad conduct discharge (BCD) be upgraded to a general  (under  honorable
conditions) discharge.

STATEMENT OF FACTS:

On 15 September 2006, the  applicant  submitted  an  appeal  to  the  Board
requesting her BCD be upgraded to a general discharge.  On 1 February 2007,
the Board considered and denied her request.   For  an  accounting  of  the
facts surrounding her previous request and the  rationale  of  the  Board's
earlier decision, see the Record of Proceedings at Exhibit E.

On 6 July 2007, the applicant submitted a  letter  requesting  her  BCD  be
upgraded on the basis of clemency stating that she  added  her  name  to  a
check and cashed it and consequently was found guilty and jailed for  about
a year.  She served her remaining time on probation.  She  has  lived  with
lots of shame and embarrassment.  Now being the mother of two children  and
a youth minister at her church, she realizes the damage her actions  caused
in her life.  In support of her request, she provided  character  reference
letters from church members  and  professional  colleagues.   Her  complete
submission, with attachments, is at Exhibit F.

Pursuant to the  Board’s  request,  the  Federal  Bureau  of  Investigation,
Clarksburg, WV, indicated on 4 October 2007, that,  on  the  basis  of  data
furnished, they are unable to locate an arrest record (Exhibit G).

THE BOARD CONCLUDES THAT:

After careful  reconsideration  of  all  the  facts  and  circumstances  of
applicant's case, along  with  the  additional  documentation  provided  it
appears that the applicant has been a productive member  of  society  since
leaving the service.  Accordingly, we believe it would be an injustice  for
her to continue to suffer the adverse effects of the discharge she received
over  15  years  ago.   Therefore,   we   believe   an   upgrade   of   the
characterization of her service to general is warranted  on  the  basis  of
clemency.

THE BOARD RECOMMENDS:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that on 12 April 1993, she was  discharged
with service characterized as general (under honorable conditions).

      Under the authority of Section 1552, Title 10, United States Code and
 Air Force Instruction 36-2603, and having assured compliance with the
 provisions of the above regulation, the decision of the Air Force Board for
 Correction of Military Records is announced, and it is directed that:


      The pertinent military records of the Department of the Air Force
 relating to XXXXXXX, XXXXXXX, be corrected to show that on 12 April 1993,
 she was discharged with service characterized as general (under honorable
 conditions).
