APPLICANT REQUESTS THAT:

His records be corrected to show he was promoted to  the  Reserve  grade  of
senior master sergeant (SMSgt) effective and with a date of rank (DOR) of  1
March 2005.

APPLICANT CONTENDS THAT:

In accordance with AFI 36-2502, Chapter 4, Section 5, he  should  have  been
placed on the promotion  eligibility  roster  for  the       1  March  2005,
promotion cycle. He respectfully request a retroactive promotion date  since
the organization wanted and intended to  promote  him  during  the  1  March
2005, promotion cycle but was significantly delayed, due  to  technical  and
administrative system problems beyond his control

In support of his application, the  applicant  has  provided  a  summary  of
events, a copy of AFI 36-2502, and emails.

STATEMENT OF FACTS:

Applicant is currently serving in the Air Force  Reserve  in  the  grade  of
senior master sergeant with a date of rank of 1 January 2006.

The applicant was assigned to a higher graded position (SMSgt) effective  13
January 2005.

AIR FORCE EVALUATION:

ARPC/DPB recommended denial and stated the applicant provide  no  supporting
documents to prove he was eligible for promotion  effective  1  March  2005.
AFI 36-2502, Airman Promotion, Table 4.2, rule  11  states  that  individual
mobilization augmentees (IMAs) must be in the position for six months  prior
to promotion. It also states this particular requirement can  be  waived  by
the promotion authority with proper justification. Paragraph 4.5.4.3  states
that the promotion authority can add a name to their eligibility  roster  to
promote someone not originally on the list.

There does appear to have been a problem  updating  the  Manpower  files  to
reflect a fully funded position. If this update had happened correctly,  the
applicant could have  been  promoted         1  September  2005,  the  first
promotion cycle following completion of the six months in the position.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was  forwarded  to  the  applicant  on  1
September 2006 for review and comment within 30  days.   As  of  this  date,
this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence  has  been  presented  to  demonstrate  the
existence of an error or an  injustice  warranting  partial  relief  of  the
applicant's request.  In  this  regard,  after  review  of  the  applicant's
complete submission, we agree with the opinion  and  recommendation  of  the
Air Force office of primary responsibility that there does  appear  to  have
been a problem updating  the  manpower  files  to  reflect  a  fully  funded
position. If the updates happen correctly, the  applicant  could  have  been
promoted 1 September 2005, the first promotion  cycle  following  completion
of the six months after he was assigned to the SMSgt position.  In  view  of
the above, we recommend that the records be corrected as indicated below.

4.  The applicant's case is adequately documented and it has not been  shown
that a personal appearance with or without counsel will  materially  add  to
our understanding of the issues involved.   Therefore,  the  request  for  a
hearing is not favorably considered.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that he  was  promoted  to  the  grade  of
SMSgt, Reserve of the Air Force, effective       1 September 2005.

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to XXXXXXX, XXXXXXX, be corrected to show that he was promoted to
the grade of SMSgt, Reserve of the Air Force, effective 1 September 2005.
