APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Vietnam Service
Medal (VSM).

APPLICANT CONTENDS THAT:
While stationed in Dyess AFB, Texas, he performed temporary duty (TDY)
in Vietnam in 1968 and the VSM was awarded to him following the TDY.
His DD Form 214, Certificate of Release or Discharge from Active Duty,
does not reflect this.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
18 April 1966 for a period of four years. During the period in
question, he was an airman first class serving as an aircraft mechanic
at Dyess AFB, Texas. His Airman Performance Report (APR) for the
period ending 30 April 1969 indicates he was TDY to an unnamed
location with possible subjection to hostile fire.
He was discharged with an honorable discharge on 29 October 1969. He
had 3 years, 6 months and 12 days of total active service.
His DD Form 214 reflects award of the Air Force Good Conduct Medal,
National Defense Service Medal and 1 year, 5 months and 27 days of
Foreign and or Sea Service.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial. DPAPP states the applicant does not
have any source documents that support his claim for TDYs to Vietnam.
In addition, his APR written in 1968 indicates he was TDY with
subjection to hostile fire; however, the report does not mention the
location or length of TDY.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 19
May 2006 for review and comment within 30 days. As of this date, this
office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
available evidence and the applicant’s complete submission, the Board
is not persuaded that his records should be corrected to show he was
awarded the VSM. Should he secure supporting documentation, we would
be willing to reconsider his application. Therefore, without
persuasive evidence we find no compelling basis to warrant favorable
consideration of his application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
