APPLICANT REQUESTS THAT:

1.  His records be corrected to show his service in Vietnam.

2.  He be awarded the Vietnam Service Medal (VSM).

APPLICANT CONTENDS THAT:

He flew with the 556th Reconnaissance Squadron at Yokota AFB, Japan to
Cam Rahn Bay Republic of Vietnam (RVN) and Osan AFB Korea for 30  days
from 1970 to 1972.  He does not have the official Temporary Duty (TDY)
orders to support his request.  The information he provides was  taken
from his personal diary.   He  can  provide  written  affidavits  from
fellow airman he served with and suggest his pay  records  be  checked
for combat payments during this time.

In support of his request, the applicant provided  a  personal  letter
and a copy of his DD Form 214,  Armed  Forces  of  the  United  States
Report of Transfer or Discharge.

His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

Applicant’s military personnel records  reflect  he  served on  active
duty from 31 Jan 69 through 2 Jan 73.

On 2 Jan 73, the applicant was honorably discharged in  the  grade  of
sergeant (E-4).  He served 3 years, 11 months  and  2  days  of  total
active service.

AIR FORCE EVALUATION:

AFPC/DPAPP recommends denial.  DPAPP  states  there  was  no  official
documentation found in the applicants records  showing  TDY’s  of  any
kind during his  tour  of  duty  at  Yokota  AB,  Japan.   His  Airman
Performance Reports (APRs)  written  while  assigned  to  Yokota  make
reference to TDY’s into South East Asia; however, they do not identify
the location.   The  applicant  has  advised  he  does  not  have  any
documents to support his claim for the TDY’s.  DPAPP contacted Defense
Finance Center (DFAS) to see if there were any pay records  available;
however, DFAS was only required to retain the pay data for  six  years
and three months.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A letter from an associate of the applicant was provided. The complete
submission, with attachments is at Exhibit D.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice.  After a thorough review  of  the
available evidence and the applicant’s complete submission, we are not
persuaded his records should be corrected to show service  in  Vietnam
or that he was awarded the (VSM).  As noted by the Air Force, his APRs
mention he was TDY into Southeast Asia; however, the specific location
is not identified.   Should  the  applicant  secure  documentation  in
support of his assertions in the form of a signed  affidavit  from  an
individual who actually served in-country with him or some other  form
of official documentation, we  would  be  willing  to  reconsider  his
application.  In the absence of such evidence we  find  no  compelling
basis to recommend favorable consideration of his application.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did  not  demonstrate
the existence of material error  or  injustice;  the  application  was
denied without a personal appearance; and the application will only be
reconsidered upon the submission of newly discovered relevant evidence
not considered with this application.
