APPLICANT REQUESTS THAT:
His Honorary Retired status be changed to reflect he was placed on the
Retired Reserve List.

APPLICANT CONTENDS THAT:
On 24 Feb 95, he received paperwork stating he was reassigned to the
Retired Reserve. Prior to filling out the paperwork he contacted ARPC and
inquired about his entitlements with this status. His intention was to
complete enough time to retire from the military and receive full benefits.
He was told he would receive an ID card and full benefits without pay. He
agreed and completed the paperwork. Last year he tried to renew his
daughter's ID card and was informed he was "Honorary Retired" and not
eligible for benefits or ID cards.
In support of his request applicant provided a personal statement and
documentation associated with his placement on the Honorary Retired Reserve
List. His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Data extracted from documentation provided by the applicant indicates on 28
Feb 95, he was assigned to the Retired Reserve (Honorary), not eligible for
retired pay at age 60. He completed eight years of satisfactory service.

AIR FORCE EVALUATION:
ARPC/DPP recommends denial. DPP states in order to establish eligibility
for Reserve retired pay a member must complete at least 20 years of
satisfactory service with the last 6/8 years of qualifying service in a
Reserve component. He completed 14 years, 3 months and 15 days of
honorable service; however, only 8 years, 10 months and 22 days of this
time is satisfactory service creditable toward retired pay eligibility.
His transfer to the Honorary Retired Reserve did not entitle him to Reserve
retired pay; however, it did authorize an Armed Forces ID card. Since he
was not entitled to Reserve retired pay, the possession of the ID card
would not have entitled him to any other military benefits. The Honorary
Retired Reserve was eliminated by the Department of Defense in 1997.
Members already assigned were allowed to remain in the Honorary Retired
Reserve; however, they are no longer entitled to an ID card. The DPP

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 3 Feb
06 for review and comment within 30 days. As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not met the minimum requirements for placement on the
Retired Reserve List and has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
