APPLICANT REQUESTS THAT:
His records be corrected to reflect he elected to participate in the
Enlistment College Loan Repayment Program (ECLRP).

APPLICANT CONTENDS THAT:
He initially wanted to join the Air Force Reserves until he saw that the
active duty Air Force was offering ECLRP as an enlistment incentive. He
then decided to switch from the Reserves and go on active duty for the
ECLRP benefits. When he completed the AF Form 3008, he mistakenly signed
the wrong agreement.
In support of his request, applicant provided a personal statement and
documentation associated with his school loans. His complete submission,
with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 7 Jun 05. He is currently
serving on active duty in the grade of Airman. His AF Form 3008,
Supplement to Enlistment Agreement - United States Air Force reflects his
initial an signature in Item E. reflecting "I have been briefed on the
College Loan Repayment Program (CLRP) and either do not meet the program
requirements, or elect not to participate. I understand my initial
enlistment is the only opportunity to enroll in the CLRP and I permanently
waive my CLRP enrollment option".

AIR FORCE EVALUATION:
AFPC/DPPAE recommends denial. DPPAE states it is not clear where he is
claiming the error or injustice occurred. If there was an error in
completing the documentation there is no additional supporting evidence.
He declined enrollment at the time of enlistment. Additionally, included
in the documents was an overdue notice from the college loan organization
indicating that his payments were overdue. Loans that become delinquent
are not serviceable under the ECLRP. Members are required to maintain
currency until such time the loan is repaid.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
In response to the Air Force evaluation, applicant provided a statement
from his recruiter. His complete response is at Exhibit E.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. In this respect, the applicant contends
that prior to entry into the military service it was his initial intent to
enlist in the Air Force Reserves, but once he gained knowledge of the CLRP
incentive he decided to enlist in the Regular Air Force solely for the
purpose of participating in the program. He further contends his election
not to participate was in error. In support of his request, he provided a
statement from his Recruiter indicating the same. The Air Force notes that
his loan was overdue and therefore, not eligible for repayment under the
CLRP. However, we note that his loan was not overdue, but in forbearance,
as required under CLRP policy guidance, and in our opinion, was in fact
eligible for repayment. In view of the above, we believe that in order to
resolve what appears to be an honest mistake made by the applicant and his
Recruiter; his record should be corrected to reflect his election to
participate in the program. Accordingly, we recommend his records be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that on 7 June 2005, he elected to
participate in the Enlisted College Loan Repayment Program.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that on 7 June 2005, he elected
to participate in the Enlisted College Loan Repayment Program.
