APPLICANT REQUESTS THAT:
Her records be corrected to show she enrolled in the College Loan
Repayment Program (CLRP).

APPLICANT CONTENDS THAT:
The CLRP should have been added to her enlistment contract.
In support of her request, applicant provided a statement from her
recruiter.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 8 January 2004, in
the grade of airman first class. She currently serves in that grade
and is stationed at McConnell AFB, Kansas.

AIR FORCE EVALUATION:
AFPC/DPPAE recommends denial. DPPAE states the CLRP is an enlistment
incentive not an entitlement. Based on all the enlistment documents,
the applicant has submitted no proof to support her claim and the AF
Form 3008, Supplement to Enlistment Agreement clearly reflects that
the applicant elected not to participate or was not qualified.
According to DPPAE, CLRP is a specific promise of performance and is
required to be annexed in an enlistment agreement. Enlistees
acknowledge that any oral or written promises not annexed into the
enlistment agreement will not be honored by the Air Force.
DPPEA states individuals who do not qualify within the established
CLRP policy and do not have CLRP annexed into their enlistment
agreement, and cannot substantiate a claim of error or injustice with
evidence should be denied enrollment.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 3
Jun 05, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. It appears the applicant intended to
enlist in the Air Force with the College Loan Repayment Program as
part of her enlistment contract. After careful review of the evidence
provided and the statement provided by the Air Force Recruiter, that
there was an oversight in not adding the College Loan Repayment
Program to the applicant’s enlistment contract, we believe the
requested relief should be granted. Therefore, we recommend that her
records be corrected to the extent indicated below.

The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that on 8 January 2004, she
elected to participate in the College Loan Repayment Program (CLRP).

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to XXXXXXXXXXXXXXXXXXXX, be corrected to show that on 8 January
2004, she elected to participate in the College Loan Repayment Program
(CLRP).
