APPLICANT REQUESTS THAT:
The Fifth Air Force General Order Number 408, Item III be changed from
“mission was pending” to “mission was imminent,” and receive the citation
for the Bronze Star Medal with “V” Device (or an appropriate replacement
document).

APPLICANT CONTENDS THAT:
The mission on 23 December 1952 was erroneously reported as “pending.” It
has only been in the last few years that he has had access to a copy of the
general order. At first he was overwhelmed to see the background but later
realized the glaring error. This is the very least the military can and
should do for one who has been cited for such an honor.
In support of the application, the applicant submits his personal unsigned
statement, a copy of his separation document, and a copy of the General
Order 408.

STATEMENT OF FACTS:
On 22 March 1951, the applicant enlisted in the Regular Air Force in the
grade of private (E-1) at the age of 18 for a period of four (4) years. He
was progressively promoted to the grade of airman first class (E-3)
effective and with a date of rank of 21 April 1954.
The applicant’s record indicates that he received the National Defense
Service Medal, the Korean Service Medal, the Bronze Star Medal w/V device,
the United Nations Service Medal, and the Good Conduct Medal.
The following is a resume of the applicant’s character and efficiency
ratings:

On 21 March 1955, the applicant was honorably discharged by reason of
expiration of term of service. He had served four years on active duty.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends denial of the applicant’s requests. DPPPR states
they are unable to locate any documentation from the recommending official
or approval authority that the approved BSM w/V citation and general orders
should be amended to delete “pending” and replace with the word “imminent.”
However, DPPPR has confirmed that the applicant is entitled to two Bronze
Service Stars to the Korean Service Medal (KSM w/2BSS). The applicant has
also been presented the Korean War Service Medal by the Government of South
Korea.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 13 January 2007, the applicant provided his detailed refutations
regarding the recommendations of the Air Force office of responsibility
(Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
evidence and the applicant’s complete submission, we are not persuaded that
his records should be corrected to amend GO Number 408 or that he should
receive a citation for the Bronze Star Medal with ”V” Device. Other than
his own assertions, the applicant has provided no documentary evidence that
would establish his entitlement to either of the above-cited requests. We
are not unmindful or unappreciative of his service to his Nation. However,
in the absence of documentary evidence that corroborates his request, we
have no basis on which to favorably consider this application. We,
therefore, agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis for
our conclusion that the applicant has not been the victim of an error or
injustice.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.
