APPLICANT REQUESTS THAT:
In the applicant’s request for reconsideration, he requests that he be
awarded the Air Force Achievement Medal (AFAM) as intended in 1985, and
the Air Force Commendation Medal (AFCM), as originally intended in 1998.

STATEMENT OF FACTS:
A similar appeal was considered and denied by the Board on 28 April 2005.
For an accounting of the facts and circumstances surrounding the case,
and, the rationale of the earlier decision by the Board, see the Record
of Proceedings at Exhibit F.
On 7 October 2005, applicant submitted a request for reconsideration,
contending that he should be awarded the AFAM and the AFCM, because he
believes a medal earned should be a medal presented. In support of his
appeal, the applicant provided a personal statement and letters of
support from his former unit’s current commander and a chief master
sergeant. The applicant’s complete submission is at Exhibit G.

THE BOARD CONCLUDES THAT:
Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. Based on the evidence presented, we are
persuaded that the submission of the recommendation for the award of the
Air Force Commendation Medal and the Air Force Achievement Medal was
entered into official channels, but was not acted on through loss or
inadvertence. In this regard, we took particular note of the detailed
statements from the current commander of the applicant’s former unit and
a senior enlisted member expressing with certainty that not only was it
the former commander’s intent to award him the AFCM and the AFAM, but
provided a statement substantiating first-hand knowledge of the
applicant’s achievements and accomplishments for which the awards should
have been submitted. Having no basis to question the integrity of these
individuals, we do not believe the applicant should suffer the
consequences of any administrative error which may have occurred during
the processing of these awards. Accordingly, we recommend the
applicant’s records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. On 8 June 1985, he was awarded the Air Force Achievement
Medal, for outstanding service, from 8 June 1984 to 7 June 1985, while
serving as a Crew Chief during two field condition Bivouac training
sessions.
b. On 2 June 1998, he was awarded the Air Force Commendation
Medal for meritorious service, from 1 November 1990 to 1 June 1998, while
serving as Assistant Fire Chief of Operations.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXX, XXXXXXX, be corrected to show that:
a. On 8 June 1985, he was awarded the Air Force Achievement
Medal, for outstanding service, from 8 June 1984 to 7 June 1985, while
serving as a Crew Chief during two field condition Bivouac training
