                            RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF: DOCKET NUMBER: BC-1999-02452
            INDEX CODE: 110.02

      XXXXXXX COUNSEL: DAV

      XXXXXXX HEARING DESIRED: NO

MANDATORY CASE COMPLETION DATE: 3 JUL 2006

_________________________________________________________________

APPLICANT REQUESTS THAT:

In the applicant’s request for reconsideration, he requests award of the
“Medal for Bravery” for actions during World War II (WWII).

_________________________________________________________________

STATEMENT OF FACTS:

The applicant served in the Army Air Corps from 9 Nov 42 to 30 Sep 45, with
an overseas tour during the period 3 Apr 44 - 13 Aug 45, with a bomb unit.
He earned the Good Conduct Medal, European-African-Middle Eastern Campaign
Medal with one Silver Service Star and one Bronze Service Star, American
Campaign Medal, and World War II Victory Medal.

On 21 Jan 00, the applicant’s request that he be awarded the Medal for
Bravery for actions during World War II was considered and denied by the
Board. For an accounting of the facts and the rationale of the earlier
decision by the Board, see the Record of Proceedings, with attachments, at
Exhibit E.

Through his senator, applicant again requests award of the “Medal for
Bravery.” In addition to the statement from the applicant’s former group
bombardier/navigator submitted with his initial appeal, he provided
statements from three members of his former unit. The complete submission
is at Exhibit F.

_________________________________________________________________

THE BOARD CONCLUDES THAT:

After careful consideration of the additional statements provided with the
applicant’s most recent submission, as well as the documents submitted with
his initial appeal, we are not persuaded that he has been the victim of an
error or injustice warranting corrective action. The applicant has
requested award of the “Medal for Bravery” for his actions on 1 April  1945;
however, this medal does not exist. In addition, no evidence has been
submitted showing that the applicant was recommended for any specific
decoration for his actions on 1 April l945, or that the cited actions met
the criteria for a decoration. The personal sacrifice and acts of bravery
the applicant endured for his country are noted and our decision in no way
diminishes the high regard we have for his service. However, in the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

_________________________________________________________________

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
