MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR

SUBJECT:  APPLICANT  SSAN:


      Having carefully reviewed this application, we agree with the
recommendation of the Air Force and adopt the rationale expressed as the
basis for our decision that the applicant has been the victim of either an
error or an injustice.  Therefore, under the authority delegated in AFI 36-
2603, the applicant's records will be corrected as set forth in the
accompanying Memorandum for the Chief of Staff signed by the Executive
Director or his designee.

      Members of the Board Ms. Olga M. Crerar, Mr. James W. Russell III,
and Mr. John B. Hennessey considered this application on 14 September 2004.

MEMORANDUM FOR THE CHIEF OF STAFF

      Under the authority of Section 1552, Title 10, United States
Code and AFI 36-2603, and having assured compliance with the
provisions of the above regulation, the decision of the Air Force
Board for Correction of Military Records is announced, and it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to APPLICANT, SSAN, be corrected to show that:

      a.    On 11 March 2000, he was assigned to the Non-Obligated,
Non-Participating Ready Personnel Section (NNRPS).

      b.    On 11 March 2002, he was assigned to the  Inactive  Status
List Reserve Section (ISLRS).

      c.    He was not considered for promotion to the (Reserve) grade
of major by the Fiscal Year (FY) 2003 USAFR JAG Major (Other Than
Selected Reserve) Promotion Board.

      d.    On 29 April 2002, he was relieved from ISLRS and assigned
to the 118th Airlift Wing.

      e.    He was considered and  selected  for  a  Position  Vacancy
promotion to the grade of major, and was  promoted  to  the  grade  of
major, Air National Guard and Air Force Reserve, effective and with  a
date of rank of 1 October 2003.

      f.    He was not considered for promotion to the (Reserve) grade
of major by the FY 2005 Air National Guard Line and Non-Line Major and
Lieutenant Colonel Selection Board.
