APPLICANT REQUESTS THAT:

His military specialty occupation be  listed  on  his  Enlisted  Record  and
Report of Separation as carpenter, rather than cook.

THE APPLICANT CONTENDS THAT:

The error in his record  has  caused  him  to  lose  time  with  his  union,
resulting in a lower pension rate.

He was unaware that he lost all of his first  years  as  a  union  carpenter
until recently.

STATEMENT OF FACTS:

The applicant is a former member of the Army Air Corps who served on  active
duty from 23 October 1942 to 18  October  1945.   The  Enlisted  Record  and
Report of Separation, Honorable Discharge, lists his  military  occupational
code as Cook, 060.

AIR FORCE EVALUATION:

AFPC/DPPAC recommends the application be denied and states,  in  part,  that
the applicant’s records do not substantiate that his  record  is  incorrect.
His records indicate that, at the time of his  discharge,  his  occupational
specialty was cook.  In addition, the transcript of  his  discharge  hearing
reflects that he testified that he was performing duty as a cook.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the Air Force evaluation was forwarded to  the  applicant
on 26 September 2003 for review and response within 30  days.   However,  as
of this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or injustice.  After a thorough review  of  the  evidence
of record  and  applicant’s  submission,  we  are  not  persuaded  that  his
military specialty occupation is incorrectly listed on his  Enlisted  Record
and Report of Separation as cook, rather than carpenter.  In  this  respect,
we note that the evidence of record indicates  that,  at  the  time  of  his
discharge,  his  occupational  specialty  was  cook.    In   addition,   the
transcript of his discharge hearing reflects that he testified that  he  was
performing duty as a cook.  He has provided no  evidence  to  indicate  that
his  military  specialty  occupation  was  carpenter.   In  the  absence  of
evidence to the contrary, we find that he has failed to sustain  his  burden
that he has suffered either an error or an injustice.   Hence,  we  find  no
compelling basis to recommend granting the relief sought.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
