APPLICANT REQUESTS THAT:
1. The effective date of his Control Air Force Specialty Code (CAFSC) as
9D000, Dorm Manager, be changed to 18 Apr 01.
2. His promotion test scores for the 02E6 promotion cycle be rescored as
Promotion Fitness Examination (PFE) only.

APPLICANT CONTENDS THAT:
He began performing Dorm Manager duties on 18 Apr 01. For the 02E6 cycle
he tested PFE and Specialty Knowledge Test (SKT) for the Security Forces
career field. He recently discovered that he tested both PFE and SKT
because his CAFSC wasn't effective until after 31 Dec 01, the Promotion
Eligibility Cutoff Date (PECD). If the effective date in the system would
have matched the date he actually began working as a Dorm Manager, he would
have tested PFE only and he would have been selected for promotion to
technical sergeant in the 02E6 cycle.
In support of his request, applicant provided his approved application for
Dorm Manager duties, his Enlisted Performance Reports (EPRs) closing 30 Sep
01 and 30 Sep 02, memorandums in support of his appeal, and email
communiqués. His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
Applicant contracted his initial enlistment in the Regular Air Force on 9
Jan 89. He has been progressively promoted to the grade of staff sergeant,
effective and with a date of rank of 1 Jan 97. Applicant was selected for
promotion to the grade of technical during promotion cycle 03E6.

AIR FORCE EVALUATION:
AFPC/DPPPWB recommends denial. DPPPWB states that AFPC/DPAAD1 did not
receive a request for the applicant to be released for Dorm Manager duties
until 22 Jan 02. The request was disapproved based on manning. On 17 May
02, DPAAD1 reconsidered release and agreed to support release for Dorm
Manager duty with a tour expiration of February 2003. The applicant has
since tested in the 03E6 cycle in the 9D000 AFSC and was selected for
promotion.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 10 Oct
03 for review and comment within 30 days. As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice that would warrant corrective action. It
appears that the applicant was assigned duties as a Dorm Manager in April
2001. However, due to administrative errors, that were no fault of the
applicant's, he was not officially approved for award of the 9D000 CAFSC
until May 2002. As a result he was required to compete for promotion in
the 02E6 promotion cycle in the Security Forces AFSC. It is our opinion
that since the applicant was performing Dorm Manager duties, as directed by
his superiors, his records should be corrected to reflect that he was
assigned the appropriate CAFSC at the time he was placed in the position
and that he be considered SKT exempt for the 02E6 promotion cycle.
Accordingly, we recommend that his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that his Control Air Force Specialty Code
(CAFSC), effective 18 April 2001, was 9D000.
It is further recommended that he be provided supplemental consideration
for promotion to the grade of technical sergeant (E-6) for the O2E6
promotion cycle.
If AFPC discovers any adverse factors during or subsequent to supplemental
consideration that are separate and apart, and unrelated to the issues
involved in this application, that would have rendered the applicant
ineligible for the promotion, such information will be documented and
presented to the Board for a final determination on the individual's
qualifications for the promotion.
If supplemental promotion consideration results in the selection for
promotion to the higher grade, immediately after such promotion, the
records shall be corrected to show that he was promoted to the higher grade
on the date of rank established by the supplemental promotion and that he
is entitled to all pay, allowances, and benefits of such grade as of that
date.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that his Control Air Force
Specialty Code (CAFSC), effective 18 April 2001, was 9D000.
It is further directed that he be provided supplemental consideration
for promotion to the grade of technical sergeant (E-6) for the O2E6
promotion cycle.
If AFPC discovers any adverse factors during or subsequent to
