APPLICANT REQUESTS THAT:
It appears that the applicant is requesting that his records show that
he served on active duty from 1973 to 1979.
He be granted a 90% disability rating for a preexisting nervous
breakdown that occurred in the middle eighties.

The applicant did not present any contentions.

STATEMENT OF FACTS:
The applicant was enlisted in the inactive Reserves from 14 May 73 to
23 Jul 73. He entered active duty in the Air Force on 24 Jul 73
for officer training and was discharged on 18 Oct 73 to accept a
commission. On 19 Oct 73, the applicant entered active duty in the
grade of second lieutenant to attend pilot training. In Nov 73, the
applicant was eliminated from flying training after initiating self-
elimination. It was determined that the Air Force did not have a
requirement for him in nonrated duties and it was directed that he be
separated from service. The applicant was given a separation physical
on 4 Dec 73 and was found qualified for worldwide duty and separation.
The applicant was released from active duty on 9 Dec 73.

AIR FORCE EVALUATION:
The BCMR Medical Consultant recommends that the applicant’s requests
be denied.
Available records show that the applicant served 4 months and 16 days
on active duty. His separation physical examination showed no medical
conditions that would have warranted disability evaluation. A
periodic medical examination in 1977 found no disqualifying medical
conditions. Department of Veterans Affairs records show the applicant
was diagnosed with schizophrenia in 1984 and is receiving a non-
service connected pension benefit.

AFPC/DPPD recommends denial of the applicant’s requests.
The applicant’s case file revealed no errors or irregularities at the
time of the applicant’s discharge from active duty.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on
2 May 03 for review and comment within 30 days. To date, a response
has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinions and recommendations of the Air
Force offices of primary responsibility and adopt their rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
