APPLICANT REQUESTS THAT:
His reenlistment on 8 February 2002 be voided and a constructive
reenlistment of 15 May 2002 be granted to qualify for a Selective
Reenlistment Bonus (SRB).

APPLICANT CONTENDS THAT:
He did not know when his AFSC was going to be converted to an AFSC
entitled to an SRB. His previous Date of Separation (DOS) was 5 Sep
02. He reenlisted 8 Feb 02 for 6 years. At the time of his decision
to reenlist, he was unaware that the conversion of AFSCs (from 3S0X2
to 3S0X1) was going to be effective 30 Apr 02. He knew the conversion
was going to occur, but he was unaware of an exact date; however, he
had been led to believe by the 3S0X2 functional managers that it would
not occur for approximately a year or more. Not wanting to wait that
long, he reenlisted. Had he known of the exact date, he would have
waited until after 30 Apr 02 to reenlist. He initially entered the
Air Force as a Personnel Specialist (3S0X1) and retrained into the
Personnel Systems Management (3S0X2) in Nov 98. He does not intend to
change career fields. The career field has since been converted back
to the personnel career field, which is entitled to a Selective
Reenlistment Bonus. He would just like the opportunity to receive the
rewards other personnelists are receiving that reenlist into the
personnel career field. He has been in 8 1/2 years, and this is the
first opportunity he has had to receive a bonus.
In support of his request, the applicant submitted AF Form 901,
Reenlistment Eligibility Annex to DD Form 4, and the DD Form 4,
Enlistment/Reenlistment Document and a letter of support from his
Military Personnel Flight reenlistment counselor.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in the
grade of senior airman (E-4).
The applicant reenlisted on 8 February 2002 for six (6) years.

AIR FORCE EVALUATION:
AFPC/DPPAE recommended the applicant's request be denied. In June
2001, there was a UT&W PSM conference that discussed the pending
conversion. During this UT&W conference, it was clearly stated that
all actions members took prior to 30 April 2002 would be in the PSM
(3S0X2) career field. The SRB conversion had been announced and
members should have been aware of the stipulations of the UT&W
conference. The member's previous DOS was not until September 2002
and therefore should have postponed his reenlistment.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
30 August 2002 for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice warranting corrective action. It
appears that the applicant was miscounseled by Military Personnel Flight
(MPF) representative concerning the circumstances involving his career
field merger from 3S0X2 to 3S0X1 when he executed his reenlistment contract
on 8 February 2002. After reviewing the evidence of record, we believe
that the applicant should be afforded the opportunity to reenlist in the
3S0X1 career field and receive the Selective Reenlistment Bonus. Based on
the above and in an effort to provide the applicant full and fair relief,
we recommend his records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that he was honorably discharged on 14
May 2002, rather than 7 January 2002 and reenlisted in the Regular Air
Force on 15 May 2002, rather than 8 February 2002 for a period of six
(6) years, with entitled to a Zone B, Multiple 1, Selective Reenlistment
Bonus (SRB).

On 12 June 2001, the applicant enlisted into the Regular Air Force in the grade of staff sergeant (E-5) for a period of four years. AFI 36-2606 paragraph 2.5.3 states that prior service personnel may receive an SRB if they reenlist within three months after discharge or release from active duty. Evidence has not been provided showing that the applicant should have received an SRB based on her 12 June 2001 prior service enlistment.
