APPLICANT REQUESTS THAT:
His DD Form 214 be corrected to reflect award of the Air Force
Commendation Medal (AFCM) for the period 14 October 1970 through 30
April 1973.

APPLICANT CONTENDS THAT:
He was awarded the AFCM on 15 May 1973, while at Griffiss AFB.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 24 April 1953 for a
period of 4 years. On 6 August 1970, the applicant reenlisted for the
4th time. He retired on 30 April 1973.
On 28 May 2002, the applicant was informed that a copy of the order
awarding him the AFCM was necessary to verify his entitlement to the
decoration. He was asked to provide a copy of the order, but he did
not respond.
Other relevant facts pertaining to this application, extracted from
the applicant's military records, are contained in the letter prepared
by the appropriate office of the Air Force.
A DD Form 215, Correction to DD Form 214, Certificate of Release or
Discharge from Active Duty, has been provided to show that the awards
omitted from his records, Presidential Unit Citation, Air Force
Outstanding Unit Award with V device, Republic of Vietnam Gallantry
Cross with Palm, and Republic of Vietnam Campaign Medal, have been
added to the appropriate DD Form 214.

AIR FORCE EVALUATION:
AFPC/DPPPR states that without a copy of an order awarding the
applicant the AFCM, they can not verify his entitlement to this
decoration. A complete copy of the evaluation, with attachments, is
attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 23 August 2002, a complete copy of the Air Force evaluation was
forwarded to the applicant for review and response within 30 days. As
of this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After reviewing the evidence of
record, we are persuaded that the AFCM for the period 14 October 1970
through 30 April 1973 was awarded to the applicant on 15 May 1973, and
should be made a part of his record. In view of the foregoing and in
an effort to remove any possibility of an injustice to the applicant,
we recommend that his DD Form 214 be corrected to reflect the award of
the AFCM.

The pertinent military records of the Department of the Air Force
relating to APPLICANT, to include the award of the Air Force
Commendation Medal (AFCM) for the period 14 October 1970 through 30

Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to, to include the award of the Air Force Commendation
Medal (AFCM) for the period 14 October 1970 through 30 April 1973.

DPPPR states that there is no medical documentation showing that the applicant received any wounds or injuries and he did not provide any. His case was denied by the PH Review Board on 22 Oct 03 because of the lack of clear-cut information and documentation showing he was wounded by the enemy and received medical treatment for a wound.
