APPLICANT REQUESTS THAT:
The narrative reason for separation be changed on her DD Form 214.

APPLICANT CONTENDS THAT:
She was wrongfully accused and wishes her lawyer had requested a court-
martial. She has not been able to get a job with this misconduct on
her record (Exhibit A).

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by
the appropriate office of the Air Force.
The Air Force Discharge Review Board (AFDRB) denied applicant's
request to have her general discharge upgraded to honorable on 16
May 1996 (Exhibit B).

AIR FORCE EVALUATION:
AFPC/DPPRS states that based on the documentation in the applicant's
records, they believe that the applicant's discharge was consistent
with the procedural and substantive requirements of the discharge
regulation and that the discharge was within the sound discretion of
discharge authority. DPPRS further states that the applicant has not
submitted any new evidence or identified any errors or injustices that
may have occurred during her discharge processing. The applicant has
not provided any supporting documentation to warrant a change in the
narrative reason of her separation. DPPRS recommends denying the
applicant's request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 31 May 2002, for review and response. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an injustice warranting a change to the narrative
reason for separation. While the Board finds no impropriety with the
characterization of the applicant's discharge, after thoroughly
reviewing the evidence of record, we are persuaded that the narrative
reason for discharge is somewhat harsh. In this respect, we note
that aside from the offenses which led to her discharge, the
applicant’s overall record of service was otherwise satisfactory, as
evidenced by her enlisted performance reports and awards and
decorations. The letters submitted in support of the applicant
during her discharge proceedings attest to her outstanding character
and credibility. While we do not condone the behavior which led to
the applicant’s discharge and ensuing narrative reason, in our
opinion, to continue to impose the emotional burden and stigma of a
narrative reason of “misconduct” for the infractions she committed
while in the service is unduly harsh and therefore, creates an
injustice. In view of the foregoing, the Board believes that any
doubt should be resolved in the applicant's favor. Therefore, we
recommend her reason for separation be changed to “Secretarial
Authority,” with an SPD code of “JFF”.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that in conjunction with
her discharge on 12 July 1994, under the provisions of AFR
39-10, the narrative reason for her discharge was Secretarial
Authority, and the Separation Program Designator code was “JFF.”
