APPLICANT REQUESTS THAT:

Applicant requests  the  reenlistment  eligibility  code  (RE)  2C  be
changed to allow him to continue his military career.

APPLICANT CONTENDS THAT:

His failure to complete his Career Development Course Test should  not
be a reason to prohibit him from serving his country.

Applicant’s complete submission is attached at Exhibit A.

STATEMENT OF FACTS:

The relevant facts pertaining to this application, extracted from  the
applicant’s military records, are contained in the letters prepared by
the appropriate offices of the Air Force.  Accordingly,  there  is  no
need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:

The  Assistant  NCOIC,  Separation  Procedures  Section,   AFPC/DPPRS,
reviewed  the  applicant’s  application  and  stated  based  upon  the
documentation  in  the  file,  they  we  believe  the  discharge   was
consistent with the procedural and  substantive  requirements  of  the
discharge regulation.  However, we  recommended  that  the  member  be
allowed to reenlist if the RE code is changed.

A complete copy of the evaluation is attached at Exhibit C.

The Special Programs and AFBCMR  Manager,  AFPC/DPPAES,  reviewed  the
applicant’s  request  and  stated  that  the  Reenlistment  Code   2C,
“Involuntarily separated with  an  honor  discharge;  or  entry  level
separation with characterization of service,” is correct.  However, if
the decision is to grant the relief sought, applicant’s record  should
be corrected to reflect RE code as 3K.  The use of  this  code  by  HQ
AFPC or the Air Force Board of Correction of Military Records when  no
other reenlistment eligibility code applies or is appropriate.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the Air Force  evaluation  were  forwarded  to  the
applicant on 11 May 2001, for review  and  response  within  30  days.
However, as of this date,  no  response  has  been  received  by  this
office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence  of  probable  error  or  injustice.   It  appears  that
responsible officials applied appropriate standards in  effecting  the
applicant’s separation, and we do not find  persuasive  evidence  that
pertinent regulations were violated or  that  the  applicant  was  not
afforded all the rights to which entitled at the  time  of  discharge.
We note that the reason for separation was that the  applicant  failed
his Career Development Course (CDC) test that would have  allowed  him
to obtain his required  skill  level.  However,  after  reviewing  the
applicant’s  records  and  noting  his  contentions,  we  believe  the
narrative reason for separation and his current RE code  are  somewhat
harsh. In this respect, the RE code does not allow him to  pursue  his
desire to continue his military career.  Therefore,  in  view  of  his
overall service, we recommend his records be  corrected  as  indicated
below.  Whether or not he is successful will depend on  the  needs  of
the service and our recommendation in no way guarantees that  he  will
be allowed to return to the Air Force or any branch of  service;  this
will simply afford him the opportunity to apply for a waiver to enlist
in the armed services.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to show that on 9 February 2000 he
was honorably discharged under the provisions of AFI 36-

3208, Secretarial Authority, issued Reenlistment Eligibility (RE) Code
of “3K,” and furnished a separation program designator code of “JFF.”

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of  the  Department  of  the  Air
Force relating to APPLICANT, be corrected to show that on  9  February
2000 he was honorably discharged under the provisions of AFI  36-3208,
Secretarial Authority, issued Reenlistment Eligibility  (RE)  Code  of
“3K,” and furnished a separation program designator code of “JFF.”
