                            RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF: DOCKET NUMBER: 02-00514
            INDEX CODE: 128.05

            COUNSEL: NONE

            HEARING DESIRED: NO

_________________________________________________________________

APPLICANT REQUESTS THAT:

Her enlistment extension be canceled and a reenlistment authorized in
its place in order to receive a Selective Reenlistment Bonus (SRB).

_________________________________________________________________

APPLICANT CONTENDS THAT:

The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.

In support of her request, the applicant submits copies of AF Form
1411 (Extension or Cancellation of Extensions of Enlistment in the
Regular Air Force/Air Force Reserve), an e-mail with a message
concerning the SRB program and an extract from AFI 36-2606. The
applicant’s complete submission, with attachments, is at Exhibit A.

_________________________________________________________________

STATEMENT OF FACTS:

The applicant is currently serving on active duty in the grade of
senior airman (E-4).

The remaining relevant facts pertaining to this application, extracted
from the applicant’s military records, are contained in the letter
prepared by the appropriate office of the Air Force at Exhibit C.

_________________________________________________________________

AIR FORCE EVALUATION:

HQ AFPC/DPPAE recommends the application be denied. DPPAE stated
that, on 17 Oct 00, the applicant extended her 6 year, 29 Jun 95,
reenlistment for 12 months and now has a new date of separation (DOS)
of 28 Jun 02. The applicant’s previous DOS was 28 Jun 01. At the
time the applicant requested information about reenlisting, current
policy stated that a member could only reenlist 90 days prior to their
expiration of term of service (ETS). As the applicant was more than
90 days from her ETS, she was not eligible to reenlist and receive the
Zone B bonus. The HQ AFPC/DPPAE evaluation is at Exhibit C.

_________________________________________________________________

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to applicant on 14
June 2002 for review and response. As of this date, no response has
been received by this office (Exhibit D).

_________________________________________________________________

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by existing
law or regulations.

2. The application was timely filed.

3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt their rationale as the
basis for our conclusion that the applicant has not been the victim of
an error or injustice. Therefore, absent sufficient evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

_________________________________________________________________

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

On 7 April 2004 applicant applied for a CJR and was approved on 14 April 2004. DPPAE states effective 29 April 2004, the applicant’s SRB was deleted and she was not eligible to reenlist at that time to receive the SRB due to her not being within 3 months prior to her expiration term of service (ETS). After a thorough review of the evidence of record and applicant’s submission, we are not persuaded that the applicant should be given the relief requested.
