APPLICANT REQUESTS THAT:
His under other than honorable conditions discharge (UOTHC) be
upgraded to honorable.

RESUME OF THE CASE:
On 26 Aug 97, the Board considered and denied an application for
correction of military records pertaining to the applicant, in which
he requested that his UOTHC discharge be upgraded to honorable. A
complete copy of the Record of Proceedings is at Exhibit G (with
Exhibits A through C).
On 6 Oct 98, the Board considered and again denied his application. A
complete copy of the Addendum to Record of Proceedings is at Exhibit H
(with Exhibits D and E).
On 2 Sep 99, the Board again considered and denied the applicant’s
appeal. A complete copy of the Second Addendum to Record of
Proceedings is at Exhibit I (with Exhibit F).

APPLICANT CONTENDS THAT:
The decisions he made were based on repressed emotions and he was not
mature enough to handle his problems alone. Unfortunately, at the
time, the military did not offer support to airman at risk, which is
available today.
In support of his appeal, the applicant provided a personal statement,
supportive statement, and a newspaper clipping.

THE BOARD CONCLUDES THAT:
After careful consideration of applicant's request and the available
evidence of record, the Board again finds no evidence that the
applicant’s discharge was improper or contrary to the prevailing
regulation. However, it is apparent to the majority of the Board that
the applicant has made a successful transition to civilian life. In
view of this fact, as well as the time that has elapsed since his
discharge, the Board majority opines that the continued stigma of a
UOTHC discharge is unduly harsh and no longer serves any useful
purpose. Therefore, the Board majority is of the opinion that
upgrading the applicant’s discharge to honorable, based on clemency,
would be appropriate. Accordingly, a majority of the Board recommends
that the applicant’s UOTHC discharge be upgraded to honorable.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 22 Apr 74, he was
honorably discharged and furnished an Honorable Discharge certificate.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that on 22 Apr 74,
he was honorably discharged and furnished an Honorable Discharge
certificate.
