Applicant requests that his records be corrected to show that he was
commissioned as an officer, or at least promoted to the grade of E-5,
E-6, or E-7, with retroactive pay; he be given status as a disabled
veteran with retroactive pay, rank, and services for his service-
connected disabilities; his discharge rank from the Air National Guard
be corrected from E-2 to E-5, E-6, E-7, or officer; he be given an age
waiver so that he can serve as an E-7, above, or officer.

Inasmuch as there are very limited records available, the facts
surrounding the applicant’s discharge from the Air National Guard are
unknown. The available record contains an order reflecting that the
applicant was reduced in grade from airman first class (E-3) to airman
(E-2) as a result of nonjudicial punishment, effective 4 Jun 1981. A
Report of Separation and Record of Service, reflects he was discharged
from the Air National Guard and Reserve of the Air Force, effective 12
November 1981, by reason of “Expiration Term of Service,” and issued a
general discharge. Attempts to obtain the applicant’s service medical
records have been unsuccessful.
After careful consideration of the applicant’s request, we found
insufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. Based upon the presumption
of regularity in the conduct of governmental affairs and without
evidence to the contrary, we must assume that the actions taken while
the applicant was a military member were proper and in compliance with
appropriate directives. Therefore, we find no basis upon which to
favorably consider this application.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and will
only be reconsidered upon the presentation of new relevant evidence,
which was not available at the time the application was filed.
