APPLICANT REQUESTS THAT:
She be promoted to the grade of Staff Sergeant (E-5) with a date of rank
and effective date of 1 November 1999.

APPLICANT CONTENDS THAT:
The AF Form 2096, Classification/OJT Training Action, should have had an
effective date of 17 March 1999 due to her medical elimination from duties
as a Military Training Instructor (MTI). She believes that because she was
reassigned to the supply career field Air Force Specialty Code (AFSC),
2S0X1, and filled that slot at the 737th Training Support Squadron from 17
March 1999 until she had a Permanent Change of Assignment (PCA) to the 37th
Supply Squadron on 19 April 1999, the effective date of her Control AFSC
change should have been 17 March 1999, not 19 April 1999.
In support of the applicant’s appeal, she provided a personal statement, a
letter from the Superintendent, Supply Squadron, dated 16 March 2001,
letter from the Deputy Commander, dated 16 January 2001, letter from the
Commander, dated 17 November 1999, and other documentation.

STATEMENT OF FACTS:
The applicant is currently serving on active duty in the grade of senior
airman.
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by the
appropriate office of the Air Force. Accordingly, there is no need to
recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Chief, Inquiries/AFBCMR Section, Enlisted Promotion & Military Testing
Branch, HQ AFPC/DPPPWB, reviewed this application and states that
individuals are considered for promotion in the CAFSC, RI, SDI he/she
possesses on the PECD for the respective cycle. The PECD for the cycle in
question, 99E5, was 31 March 1999. The applicant correctly tested for this
cycle with the Promotion Fitness Examination (PFE) only -- no Specialty
Knowledge Test (SKT). Although she was approved to go back into her former
AFSC, 2S051, on 17 March 1999, the AF Form 2096 was certified by the
Commander Support Staff and Personnel Employment and Relocation stating her
CAFSC and Duty AFSC were changed effective 16 April 1999. When the results
for the 99E5 cycle were initially released on 6 August 1999, the applicant
was not selected for this cycle because she did not officially return to
her previous AFSC, 2S051, until 16 April 1999, after the 31 March 1999
PECD. When the applicant was initially considered for the 99E5 cycle, she
was incorrectly considered in SDI 8B100 (Military Training Manager) vice
the correct SDI, 8B000 (Military Training Instructor). Her total score was
297.93 and the score required for selection in AFSC 8B000 was 303.57. The
applicant would not have been selected in SDI 8B000 had she been correctly
considered in this SDI on 6 August 1999. Her total score was still 5.64
points below that required.
For some unknown reason, after her nonselection on 6 August 1999, the
applicant’s servicing Military Personnel Flight (MPF) erroneously updated
the Personnel Data System (PDS) with a Date Initially Entered Retraining
(DIERT) to a date prior to the 31 March 1999 PECD. This erroneous update
resulted in her automatic reconsideration for promotion with all
individuals, Air Force-wide, in promotion AFSC 00XXX (SKT Exempt). The
applicant was not retraining, but returning to her previous AFSC (supply).
When she was reconsidered 4 November 1999 as a retrainee (promotion AFSC
00XXX) with a new pool of eligibles and a different cutoff score required
for selection, she was erroneously selected. Her total score was 297.93,
and the score required for selection in promotion AFSC 00XXX was 288.03.
When she was subsequently considered in the correct promotion AFSC, 8B000
(Military Training Instructor), she was not selected. Her total score was
297.93, and the score required for selection was 303.57. It is indeed
unfortunate that an incorrect update to the PDS (update of DIERT)
erroneously identified the applicant as a tentative selectee for the 99E5
cycle. Again, when she was properly considered in the correct promotion
AFSC, she was nonselected as her total score of 297.93 was below the 303.57
score required for selection. As a result, she is not entitled to be
promoted to SSgt 1 November 1999 for the 99E5 cycle as she has requested.
Therefore, they recommend denial based on the rational provided. If the
Board disagrees, it could direct her Control AFSC 2S051, be changed to a
date prior to 1 April 1999 (vice 16 April 1999) and that she be provided
supplemental promotion consideration in promotion AFSC 00XXX.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluation and provided a statement,
with attachments, that is attached at Exhibit E.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice warranting partial relief. After
thoroughly reviewing the evidence of record, we are persuaded that the
applicant should be provided supplemental promotion consideration. It
appears that through a series of administrative errors, the applicant was
considered and erroneously selected for promotion to the grade of staff
sergeant by cycle 99E5. Initially, the applicant was approved to return to
her former career field of supply in March 1999 when she was eliminated for
medical reasons from duties as a Military Training Instructor (MTI). She
apparently commenced her new duties on 17 March 1999, well before the
promotion eligibility cut-off date (PECD) of 31 March 1999 for the 99E5
cycle; however, AF Form 2096 was not certified until 16 April 1999. As a
result she was not considered in the supply career field. In addition,
instead of being considered in the MTI career field, she was considered as
a Military Training Manager and was not selected. According to the Air
Force, had she been considered in the MTI career field, she still would not
have been selected because her test score was too low. Complicating
matters, following her nonselection by cycle 99E5 her military personnel
flight (MPF) erroneously updated her records to reflect that she entered
retraining rather than showing she simply was returning to her former
career field of supply. This resulted in supplemental promotion
consideration that led to the contested promotion selection. Considering
the totality of the circumstances in this case, the Board is sufficiently
persuaded that the applicant’s records should be corrected to reflect the
supply career field, effective 17 March 1999; however, we believe she
should be considered, as an exception to policy, for supplemental promotion
consideration in the retraining Air Force Specialty Code, and this we so
recommend.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that effective 17 March 1999 her Control
Air Force Specialty Code was changed from “8B000” to “2S051.”
It is further recommended that applicant be provided supplemental
consideration for promotion to the grade of staff sergeant in Air Force
Specialty Code “00XXX” for all appropriate cycles beginning with cycle
99E5.
If AFPC discovers any adverse factors during or subsequent to supplemental
consideration that are separate and apart, and unrelated to the issues
involved in this application, that would have rendered the applicant
ineligible for the promotion, such information will be documented and
presented to the board for a final determination on the individual’s
qualification for the promotion.
If supplemental promotion consideration results in the selection or
promotion to the higher grade, immediately after such promotion the records
shall be corrected to show that he was promoted to the higher grade on the
date of rank established by the supplemental promotion and that he is
entitled to all pay, allowances, and benefits of such grade as of that
date.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to, be corrected to show that effective 17 March 1999 her Control
Air Force Specialty Code was changed from “8B000” to “2S051.”
It is further directed that applicant be provided supplemental
consideration for promotion to the grade of staff sergeant in Air Force
Specialty Code “00XXX” for all appropriate cycles beginning with cycle
99E5.
If AFPC discovers any adverse factors during or subsequent to
supplemental consideration that are separate and apart, and unrelated to
