APPLICANT REQUESTS THAT:
His Army Officer Evaluation Reports, or, at the least, those rendered on
him in the rank of lieutenant, be declared removed from his records; and,
he be considered for promotion to major by a Special Selection Board (SSB)
for the CY00B central major selection board.

APPLICANT CONTENDS THAT:
The CY00B central major selection board may have compared his Army Officer
Evaluation Reports (OERs) with the Air Force Evaluation System.
In support of his request applicant submits a copy of his AF 707B, Company
Grade Officer Performance Report (OPR); a copy of his OER; supportive
statements from his supervisor and wing commander and other associated
documents.

STATEMENT OF FACTS:
The applicant is a Reserve officer and a member of the Chaplain Corps who
was voluntarily ordered to extended active duty in the Air Force in the
grade of captain, effective 23 November 1996. Based on prior enlisted and
commissioned service, he has a total active federal military service date
of 4 October 1986, a total active federal commissioned service date of 11
October 1990, a total federal commissioned service date of 2 July 1987 and
a paydate of 23 September 1978. Following his appointment as an Air Force
officer, he received 3 Officer Performance Reports, in which his overall
evaluations were “Meets Standards.” In addition, his record contains an AF
Form 475, Education/Training Report documenting his attendance at Squadron
Officer School, in residence. In addition, his Officer Selection Record
contains 4 US Army Officer Evaluation Reports.
The applicant was considered and not selected for promotion to the grade of
major by the CY00B central major selection board, which convened on 18
September 2000.

AIR FORCE EVALUATION:
The Chief, Officer Promotions, Appointments and Selection Continuation
Branch, HQ AFPC/DPPPO, reviewed the application and recommends denial.
DPPPO states that the applicant has not substantiated his contentions in
compliance with Air Force policy, specifically, that the CY00B central
major selection board compared his Army OERs with the Air Force Evaluation
System.
DPPO states that the applicant knew but chose not to exercise his right to
express his concern to the board president on Army OERs differing from Air
Force OPRs. Via an initialed Memorandum of Instruction, board president
and panel members are aware that reports from outside activities should be
given the same weight as if an Air Force evaluator had written them. A
complete copy of the advisory is located at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the advisory opinion and reiterated his initial
contentions. In a subsequent submission, he requested that his Army
Evaluation Reports, or at least those rendered on him as a lieutenant be
removed from his records. The applicant stated that these reports have no
correlation with his duty performance as an Air Force chaplain and such
action would enhance his Air Force performance records.
