APPLICANT REQUESTS THAT:
The citation for the Air Force Commendation Medal, Third Oak Leaf
Cluster (AFCM, 3OLC) awarded to him for the period 16 Feb 92 to 25 Oct
95 be included in his personnel records and he be granted promotion
consideration to lieutenant colonel by special selection board (SSB)
for the CY00A (28 Nov 00) central lieutenant colonel selection board
with the corrected record.

APPLICANT CONTENDS THAT:
The citation for his AFCM (3OLC) was not included in his officer
selection record (OSR) that met the CY00A central lieutenant colonel
selection board although he had previously verified that it was part of
his master personnel record during a Spring 1999 records review at the
Air Force Personnel Center.

STATEMENT OF FACTS:
The applicant is serving on active duty in the grade of major. His
Total Active Federal military Service Date is 15 Jun 81. The overall
rating on his last ten Officer Performance Reports (OPRs) is “Meets
Standards.” The applicant was considered and not selected for
promotion to lieutenant colonel by the CY00A (28 Nov 00) central
lieutenant colonel selection board.

AIR FORCE EVALUATION:
The Chief, Officer Programs Management Section, AFPC/DPPPO, evaluated
this application and recommends denial of the applicant’s request.
They agree that the citation for the applicant’s AFCM (3OLC) was
missing from his OSR. The board was aware of the decoration, however,
since the decoration was included on the officer selection brief (OSB)
and a discrepancy letter was filed on top of the OSR. They indicate
that other than the last sentence of the citation, all accomplishments
listed are included on the applicant’s OPRs and on the promotion
recommendation form (PRF). The applicant also did not substantiate his
claim that the citation was in his OSR in 1999, but did not meet the
CY00A board. Finally, they are not convinced that the missing
decoration contributed to the applicant’s nonselection for promotion.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the evaluation was mailed to the applicant on 25 May 2001 for
review and comment within 30 days. To date, a reply has not been
received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt their rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice; that
the application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
