APPLICANT REQUESTS THAT:
His Home of Record (HOR) be changed from Long Island, NY, to Raleigh,
NC.
NOTE: Applicant’s request to have his relocation (PCS) orders amended
will be administratively corrected to reflect Ladson, SC.

APPLICANT CONTENDS THAT:
His HOR should reflect Raleigh, NC, as that is where he was attending
college at the time of enlistment.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) reveals the
applicant’s Total Active Federal Military Service Date (TAFMSD) as 21
Jan 87. He is currently serving on active duty in the grade of staff
sergeant (E-5), with an effective date and date of rank of 1 Jan 95.
The applicant’s Enlistment/Reenlistment Document reflects Ladson, SC,
as his HOR at the time of his enlistment in the Air Force Reserve on
11 Jul 86.

AIR FORCE EVALUATION:
The Personnel Program Management, HQ AFPC/DPPAE, stated that the
applicant was advised that a review of his initial enlistment
documents identified his HOR as Ladson, SC, and that subsequent
enlistment documents erroneously reflected Long Island, NY (his place
of birth). DPPAE confirmed that the applicant’s relocation orders
were published in error and will be administratively corrected. DPPAE
indicated that while legal addresses may change from time to time
during a member’s career, HOR remains constant. After a thorough
review of the applicant’s military records, DPPAE found no
documentation to substantiate changing the applicant’s HOR nor did the
applicant provide any evidence to the same. DPPAE stated that the HOR
must be the actual home of the member upon entering service, and not a
different place selected for the member’s convenience. DPPAE
recommended the applicant’s request to change his HOR to Raleigh, NC,
be denied (Exhibit C).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 2 Mar
01 for review and response. As of this date, no response has been
received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. We took notice of the
applicant's submission in judging the merits of the case. However, we
agree with the opinion and recommendation of the Air Force and adopt
the rationale expressed as the basis for our decision that the
applicant has failed to sustain his burden that he has suffered either
an error or an injustice. In view of the above and absent evidence to
reflect his home at the time of enlistment was other than Ladson, SC,
we find no compelling basis to recommend granting the relief sought in
this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
